The body of a missing woman was recovered today from her neighbour's house following which her family members alleged she was raped and murdered, police said. The body of a 35-year-old woman, who lived alone in a village in Puwayan area and had gone missing on April 14, was found in a neighbour's house, they said. The body was naked and family members alleged she was raped before murder, police officials said. An FIR has been registered in this regard against two persons identified as Vijay Singh and Rajpal Singh, who are absconding, they said.
A man has been arrested in Khaira area of Odisha's Balasore district on charges of raping a minor girl last week, police said. The incident comes days after two similar cases of minors' rape were reported from the district. The girl, a student of class 7, was returning home from a community programme on April 13 when she was attacked, inspector in-charge of Khaira police station, Lopamudra Nayak, said. "On the basis of an FIR lodged with the police by the girl's father, the accused Jagabandhu Mallick was arrested yesterday," he said. Mallick was booked under relevant sections of the IPC, including 376 (I) (rape), and provisions of POCSO Act, Nayak said. An eight-year-old girl was allegedly raped in Soro area of Balasore on Sunday, a day after a similar case was reported from the Nilagiri area of the district.

The Jammu and Kashmir Legal Services Authority (LSA) today decided to grant a financial assistance of Rs 2 lakh to the family of the victim in the Kathua rape and murder case. The patron-in-chief of the J&K LSA, Justice Ramalingam Sudhakar, who is also the organisation's executive chairman has approved a compensation of Rs 2 lakh to be granted to the legal heirs of the victim in Kathua rape case, an official spokesperson said. The body of a girl, from the Bakerwal community, was recovered from a forest on January 17, a week after she went missing while grazing horses. On January 23, the government had handed over the case to the crime branch of the state police which formed a Special Investigation Team and arrested eight people in connection with the case. Gold worth Rs 70 lakh was today stolen from a jeweller travelling on the Durg-Danapur South Bihar Express, railway police said. "The incident happened when the train was travelling through Raigarh district. The jeweller, Rakesh Kumar Jain, was in a sleeper compartment of the train on his way from Raipur to Raigarh. His bag, containing 5700 grams of gold worth Rs 70 lakh, was stolen today," a railway police official said. According to Jain's complaint to the police, he had gone to the toilet around 12:25pm and found his bag missing when he returned to his berth. "The train was passing through Kharsia area at that time," the official said. A case of theft has been registered and further investigations are underway, he said.
The Supreme Court today said copies of the PIL, alleging that police officers are being appointed as special executive magistrates and they act as judges in certain cases, be served to all the states so as to enable them to file their response in the matter. A bench headed by Chief Justice Dipak Misra directed that the copies to be served to them within a week and sought their replies within six weeks. "Let a copy of this petition be served on the standing counsel for all the state respondents, so that the said states can file affidavit with regard to the position in vogue in those states," the bench, also comprising justices A M Khanwilkar and D Y Chandrachud, said. Two factory workers died after a fire broke out in a crockery manufacturing unit in southwest Delhi's Nawada, a Delhi Fire Service official said. A call was received at 10 pm yesterday about the blaze and 12 fire tenders were rushed to the spot, the official said. The fire was doused by 12 am, he said. Three men were rescued and taken to a hospital where two of them were declared brought dead, the official said. The deceased were identified as Satender and Arvind, both aged 35 years. They belonged to Bihar, the police said. The injured man was identified as Chandan and his condition is stable, they said. The cause of the fire is suspected to be a short-circuit, said a senior police officer, adding that they are awaiting the forensic report to confirm it. The state's highest court has struck down a Massachusetts law that bans the civilian possession of stun guns. The Supreme Judicial Court said in today's ruling that prohibiting ownership of the weapons violates the Second Amendment of the US Constitution. The decision marks a reversal for the court, which reached an opposite conclusion in a separate 2015 case. The U.S. Supreme Court, however, set aside that ruling, saying the Massachusetts court failed to properly explain its ruling. The court stayed today's ruling for 60 days to give the Legislature time to rewrite the law to regulate the ownership of stun guns without banning them entirely. The current law allows police to use stun guns.

The Supreme Court today upheld the Centre's decision to scrap the 2012 Limited Competitive Examination (LCE) to fill up the shortage of officials in the Indian Police Service, saying it "was not arbitrary, discriminatory and capricious". The top court said the decision taken by the central government to scrap the examination meant for officers of the state police service, central police organisation and the army "was taken in larger public interest". A bench of Justices M B Lokur, Kurian Joseph and Deepak Gupta said it cannot be oblivious to the fact that if the Union is compelled to make the appointments, it will lead to a plethora of litigation where those recruited to the IPS between 2013 and 2018 will claim seniority over the persons who appeared in the LCE. "In view of the foregoing reasons, the decision of the Government to scrap the process of recruitment to the IPS through the LCE cannot be termed to be arbitrary, discriminatory or capricious. The Delhi High Court today took a strong view towards filing of false PILs and imposed a cost of Rs 50,000 each on an advocate and a law student, who had fraudulently filed a petition on illegal constructions on behalf of a 57-year-old woman's NGO. The court said it was shameful that such false petitions were being filed in the garb of public interest litigation and dismissed two PILs. "This is so shameful. There are so many petitions like this," it said. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar said, "We have every reason to believe that all is not well in this case" and the advocate cannot wash his hands of this now. Cricketer-turned-politician Navjot Singh Sidhu today told the Supreme Court that the findings of the Punjab and Haryana High Court, which had awarded him three-year jail in a 1988 road rage case, were based on "opinion" and not on medical evidence. Sidhu, who had quit the BJP and joined the Congress days before the Punjab assembly election last year, told a bench of Justices J Chelameswar and S K Kaul that there were "deficiencies" in the medical evidence and the prosecution witnesses had given different statements on oath before the trial court. "The findings (of the high court) were based on opinion and not on medical evidence. There was no rationale for this kind of an opinion," senior advocate R S Cheema, appearing for Sidhu who is now Punjab's Tourism Minister, told the bench. About 240 kg of ganja sourced from Andhra Pradesh was seized from a car in Madurai district today by Narcotics Control Bureau officials and two persons arrested in this regard. The officials, acting on a tip off, intecepted the car at Melur in Madurai district and seized the contraband which was concealed under the rear seat, NCB Zonal Director A Bruno said in an official release. The rear seat had been removed to conceal the ganja packets and it was covered with a white towl on top. The car had fake registration number plates to mislead law enforcement agencies, he said. The gang was active in the recent past and came under the scanner of NCB, which led to the arrest of traffickers under the Narcotics Drugs and Psychotropic Substances Act, 1985, he said.
India today filed a fresh set of pleadings in the International Court of Justice (ICJ) relating to the case of its national Kulbhushan Jadhav, who was sentenced to death by a Pakistani military court in April last year on charges of espionage and terrorism. The second round of written reply by India in the case was in response to the submissions by Pakistan in the ICJ on December 13 last year, the Ministry of External Affairs (MEA)said. The Gujarat State Commission for Women today sought a report from Surat police on the action taken by it in the case of the girl whose body was found here on April 6. A team from the commission is likely to be in the city tomorrow to meet top police officials and inquire about the incident, its chairperson Leela Ankoliya said. "We have sought a report on the action that has been taken to identify the girl and solve the crime," she said.
