The Indian Railways cannot be blamed for a chain snatching incident if the "miscreant" is outside the train compartment, the apex consumer commission has said while quashing lower fora orders holding it responsible for the loss to a passenger. The National Consumer Disputes Redressal Commission's (NCDRC) observation came on a revision petition by the railways in a case lodged by a man who was travelling in a train from Chennai to Delhi. His gold chain was snatched by a person outside the coach while the complainant was sitting inside. "On careful consideration of record, it is clear that the theft of chain was undisputedly committed by a person who was outside the compartment and not inside the same. "As the miscreant had snatched the chain through the window, the railways cannot be held responsible for not ensuring the safety of the passengers inside the coach," the bench headed by Justice Ajit Bharihoke said. A four-year-old boy died in Prathima Hospital in Hyderabad on Wednesday, allegedly after his Tonsillitis operation failed.The boy's family has claimed that the he died due to the negligence of the doctors in giving him the correct treatment.They staged a protest at the hospital demanding justice and sought strict action against the hospital.According to Sub-Inspector Laxmiaih of Kachiguda police station, "the parents of the boy lodged a complaint with them, stating that their son Manivardhan Yadav was admitted at the Prathima Hospital ten days ago, as he was suffering from Tonsils problem".He added that "the parents alleged that the doctors at the hospital suggested for Tonsillitis operation. After the operation Manivardhan's condition deteriorated rapidly and he became very critical and in the wee hours of Wednesday the hospital declared him dead".A case has been registered at the Kachiguda police station.
A special Central Bureau of Investigation (CBI) court on Wednesday granted bail to former finance minister P. Chidambaram's son Karti Chidambaram's chartered accountant S Bhaskararaman in connection with the INX media case.He had approached the court seeking the bail fearing arrest by the CBI in the said case.On March 26, the CBI filed a reply in the Special Court and opposed the anticipatory bail plea of S. Bollywood star Salman Khan and other actors arrived today in Jodhpur where a court is scheduled to announce its verdict in a 1998 poaching case in which he is accused of killing two black bucks. Final arguments of the case were completed in the trial court on March 28, after which Chief Judicial Magistrate Dev Kumar Khatri had reserved the judgment for tomorrow. All actors, including Salman Khan, Saif Ali Khan, Tabu, Sonali Bendre and Neelam, will be present in the court for the pronouncement of the verdict. The Delhi High Court today asked the AAP government and the South Delhi Municipal Corporation (SDMC) why civic amenities could not be provided to properties of retired army personnel living in Sainik Farms whereas such facilities were being given to unauthorised colonies. A bench of Justices Siddharth Mridul and Deepa Sharma said if the authorities agree that the retired army personnel are not in illegal occupation of the area, why civic amenities cannot be extended to them. "You (authorities) are giving civic amenities to unauthorised colonies," it said. The court asked the retired army personnel, represented by senior advocate Kirti Uppal, to withdraw their plea for civic amenities and move a detailed representation on the issue before the SDMC. The Counter Intelligence Wing of the Punjab Police on Wednesday arrested four youths from Banga and scuttled a plan by Pakistan's Inter-Services Intelligence (ISI) to foment communal unrest in the state, a statement read.During interrogation, the four arrested persons revealed that the ISI was making attempts to radicalise the youth of Punjab through social media.The accused, who were arrested in a joint operation by Jalandhar and Naqanshahr officials, have been identified as Manvir Singh, Jaspreet Singh, Sukhwinder Singh and Randhir at a naka at Gunachaur village.The arrestees were from Khan Khana village in Nawanshahr district.
The Election Commission of India (ECI) has supported a plea filed in the Supreme Court that seeks a restraint on candidates from contesting from more than one seat.At present, a candidate can contest from maximum two constituencies in Lok Sabha and Legislative Assembly polls.The EC filed an affidavit in the Supreme Court, requesting that candidates be barred from contesting more than one seat during elections.This comes after a plea was filed by lawyer Ashwini Upadhyay, who advocates for 'one candidate, one seat'.The matter will be heard by SC on July 2.The Supreme Court had in December 2017 issued notices seeking replies from the commission and the Centre on the issue. The top court had said that the practice of one candidate contesting on multiple seats was only a drain on the exchequer as it necessitated bypolls.
Three persons of a family were killed today when their car rammed into a stationary truck on the Srinagar-Jammu National Highway at Lethpora area, police said. An infant who was also in the car at the time of the incident has been injured, they said. "A private car rammed into a parked truck at Lethpora in Pulwama district at 5:30 am, resulting in the death of three adults on board the vehicle and injuries to an infant," a police official said. The deceased were identified as Ghulam Nabi Dar, 40, his wife Jawahara Begum,35, and their three-year-old son Nasir Dar. The couple's younger son, 18-month old Yasir Dar, was injured in the accident. The family was on its way to Sopore from Jammu, the official said. Chief Minister Mehbooba Mufti expressed grief over the deaths and conveyed her sympathies to the kin of the deceased.
Three people were today arrested for allegedly desecrating a bust of Mahatama Gandhi in Rajasthan's Rajsamand district, police said. The accused -- Kuldeep Valmiki (24), Arvind Valmiki (24) and Ankit Gehlot (23) -- vandalised the statue in Holimangra colony in Nathdwara police station area last Monday, they said. "All three were arrested on the basis of the footage of a CCTV camera installed near the statue," said Manoj Kumar, Superintendent of Police, Rajsamand. "A resident of the colony had complained in the matter after which a case was registered against unidentified people," he said. The idol was installed by the Nathdwara Municipality in 2008.
The National Green Tribunal today directed Uttar Pradesh, Haryana, Punjab and Rajasthan to submit ambient air quality analysis data within two weeks. A bench headed by acting NGT chairperson Justice Jawad Rahim asked the Central Pollution Control Board (CPCB) and the Delhi Pollution Control Committee (DPCC) to analyse the data and submit their recommendations. "We direct the CPCB and the DPCC to analyse the ambient air quality data of Delhi and NCR and submit their conclusions coupled with their recommendations as regard the air quality," the bench said. The tribunal has posted the matter for next hearing on April 23. It had earlier slammed the Punjab and Haryana governments for filing generalised action plans to combat air pollution, and directed them to refer to its previous judgements on the issue. Skeletal remains have been found in a jungle in Bhiwandi tehsil of the district. An identity card found with the remains belonged to Bharat Kamble (49), a hospital employee. The remains were found at Shelarpada village yesterday, said inspector Vijay Chowgule of Bhiwandi taluka police station. Kamble's wife had lodged a complaint with Shantinagar police station that her husband was missing since January 20, 2018. The bones and skull have been sent for forensic examination, the police officer said. A case of murder has been registered at Bhiwandi taluka police station following the discovery of the remains. The wife of a former revenue official, believed to be the mastermind in the rape and killing of an 8-year-old girl, today joined a hunger strike here, demanding transfer of the case to the CBI, police said today. Four women relatives of the accused had embarked on the fast-unto-death on March 31 and 60-year-old Sanji Ram's wife joined it today, after the health of the others deteriorated and they were shifted to a hospital, a police official said. The official said Ram's wife Darshna Devi (53), Surishta Devi (45), Vidya Devi (70) and Vishno Devi (66) today replaced the other women. An ex-principal of a government boys' school, whose services were terminated after graft allegations against him, has been sentenced to two-and-a-half years in jail by a Delhi court for demanding illegal gratification from a travel agent to clear LTC bills of his school teachers. Special Judge Sanjay Khanagwal handed down the jail term to 58-year-old Moman Ram Goswami, who was the principal of a Badarpur school here, for misusing his public office for clearing leave travel concession (LTC) forms of six teachers of his school in 2012. "In pursuance of the said illegal demand (gratification) on August 29, 2012 at about 03.45 p.m. he received a sum of Rs 3000 from the complainant Gyan Singh by misusing or by abusing his public office for the purpose of clearance of LTC advance forms of the six teachers of his school," the judge said. A 52-year-old woman and her 27-year-old son have been found dead at their home in northern Germany after apparently being mauled by their Staffordshire terrier, police said today. The pair were discovered at their flat in Hanover on Tuesday evening, after a relative saw the bloodied body of one of the victims through a window and rang the emergency services. Firefighters were called in to capture the dog who was still inside the residence, Hanover police said in a statement. "Initial examinations by a coroner suggest the 52-year-old woman and her 27-year-old son were killed by the dog," it read. Police investigations into the incident are continuing, the statement added.
Two persons were injured when unidentified car-borne men fired several shots at them at local Gautam Nagar, Una Road, police said today. The incident took place last night when around four to five unidentified men fired gunshots at two persons, identified as Amritpal and his brother-in-law Harjit Singh, while they were returning from Bullanwari, SSP Hoshiarpur J Elanchezhian said. Amritpal and Singh, both residents of Subhash Nagar here, were injured in the incident, he said. Both were admitted to a local civil hospital from where Amritpal was referred to the DMC, Ludhiana. According to police, about dozen rounds were fired by unidentified men. Amritpal is a witness in a murder case registered against one Binny Gujar, who is in Ludhiana jail. Police suspected that Gujar's supporters might have assaulted Amritpal to scare him. A case under relevant sections of the Indian Penal Code and the Arms Act in this connection, police said.

The Goa police today submitted a closure report before a court in Canacona in connection with the death of a Swedish tourist in the coastal state in 2015. Felix Dahl (then aged 22), a Swedish national, had come to Goa on a holiday in December, 2014. He was found dead on an isolated road in Canacona taluka of South Goa district on January 28, 2015, according to the police. His mother Minna Pirhonen, who suspected that her son was murdered, later claimed that the Canacona police had not investigated her son's death properly. She had also approached the Bombay High Court at Goa in August last, pleading for setting up of guidelines for investigating the deaths of foreign nationals in the state. She had also written to Goa Chief Minister Manohar Parrikar, seeking his intervention in the case. The Panaji bench of the Bombay High Court has acquitted a 27-year-old man of rape charges on the grounds that there was a "deep love affair" between him and the complainant. The high court was hearing a petition filed by Yogesh Palkar who had challenged his conviction by a lower court. The lower court had sentenced him to 10 years' imprisonment and imposed a fine of Rs 10,000, after pronouncing him guilty under Indian Penal Code section 376 (rape). The high court judge, Justice C V Bhadang, in his order on February 17, 2018, acquitted Palkar in the case.
