Budget 2023: Govt increases allocation to NHAI to Rs 1.62 trillion for FY24

With the government betting big on infrastructure, finance minister Nirmala Sitharaman on Wednesday increased allocation to state-owned National Highways Authority of India (NHAI) to Rs 1.62 lakh crore for 2023-24 from last year's revised allocation of Rs 1.42 lakh crore. The Union Budget 2023-24 has allocated an enhanced outlay of Rs 2.70 lakh crore for the highways sector. An allocation of Rs 1.99 lakh crore was made for the highways sector for 2022-23, which was revised to Rs 2.17 lakh crore. NHAI and National Highways and Infrastructure Development Corporation Ltd (NHIDCL) are primarily responsible for the construction of national highways and expressways in India.

Total toll collection through FASTag on fee plazas, including state highway toll plazas, increased 46 per cent to Rs 50,855 crore in 2022, state-owned NHAI said on Tuesday. Similarly, the statement said the number of FASTag transactions also witnessed a growth of about 48 per cent year-on-year in 2022. The number of FASTag transactions in 2021 and 2022 was 219 crore and 324 crore, respectively, it added. No data available on faulty FASTags, penalties collected from users: NHAI

State-owned NHAI has no information about faulty FASTags and the penalties collected from motorists in case their FASTags are non-functional at highway toll plazas. In case a motorist does not have a FASTag or it is non-functional, then the person has to pay double the toll charges at toll plazas. According to the National Highways Authority of India (NHAI), more than 6 crore FASTags have been issued as on October 31, 2022. However, it has no information about the number of faulty FASTag cases and the total amount of penalty collected from users despite having their vehicles fitted with the Radio Frequency Identification (RFID) tag. HC asks NHAI to respond to plea challenging collection of double toll tax

The Delhi High Court sought on Friday the response of the National Highways Authority of India (NHAI) and the Centre to a plea challenging the rule making it compulsory for vehicles without FASTag to pay double the the toll tax. A bench of Chief Justice Satish Chandra Sharma and Justice Subramonium Prasad issued notices to the NHAI and the Ministry of Road Transport and Highways (MoRT&H) on the petition which contended that the rule was discriminatory, arbitrary and against public interest as it empowers the NHAI to collect toll at double the rate, if paid in cash. The high court granted four weeks to the authorities to file their replies and listed the matter for further hearing on April 18. The National Green Tribunal (NGT) has directed the formation of a committee to verify the factual position and ensure remedial action regarding allegations of the National Highways Authority of India (NHAI) violating environmental norms while constructing a highway from the Mukarba chowk to the Singhu border here. A bench of Chairperson A K Goel noted that according to the petition, the NHAI had failed to comply with environmental obligations while constructing the eight-lane highway. Govt mulling to double retail component in NHAI InVIT bonds: Gadkari

Union Minister Nitin Gadkari on Friday said the retail component in NHAI's InVIT bonds will be doubled to 50 per cent. Speaking at a meeting held here virtually, the Union minister for road transport and highways said the debut issue of the National Highway Authority of India (NHAI) infrastructure investment trust (InVIT) got a good response, and every common citizen of the country can play a role in nation building by helping finance the infrastructure. "We have reserved 25 per cent of InVIT bond for retail investors. Now we are planning to increase this limit to 50 per cent," Gadkari said. Citizens can invest anything upward of Rs 10,000 and get a return of 8.5 per cent per annum on their investments, Gadkari said, thanking the investor community for the over subscription of seven times in the maiden bond issuance of Rs 1,500 crore which listed last month. NHAI now accepts electronic bank guarantees, aims to adopt digital tech

The National Highways Authority of India (NHAI) has started accepting electronic bank guarantees and digitalised all its existing bank guarantees, an official statement said on Wednesday. The move is aimed at improving the efficiency and transparency of internal processes and taking forward the adoption of digital technology. NHAI is using the electronic bank guarantee services of the National e-Governance Services Ltd, which helps in the reduction of physical paper movement, doing away with physical storage needs and easy access to the bank guarantee life cycle, including renewal. Few electronic bank guarantees (E-BGs) have already been issued by banks in favour of NHAI. "E-BGs promote transparency, bring in several efficiencies and provide ease of doing business to our stakeholders," Alka Upadhyaya, Secretary, Ministry of Road Transport and Highways & Chairperson, NHAI, said.

NHAI's Infrastructure Investment Trust (InvIT) which has been oversubscribed by about five times will be listed on the Bombay Stock Exchange on Friday.
