Can UP, Punjab and Maharashtra go it alone on farm-loan waivers?

Cooperative banks and societies in these states could have to bear the burden of any waiver

The Centre has said that it will not share the financial burden of farm-loan waivers announced by states.

This would mean that the states would be more comfortable in waiving loans taken only from financial institutions within their jurisdictions, which would be state and district credit cooperative societies and primary agriculture credit societies.

Uttar Pradesh (UP) and Punjab have announced loan waivers, while Maharashtra has not despite Opposition pressure.
