Should the appointment of directors at education institutions should be done without interference from HRD Ministry?

LAST WEEK WE ASKED: Do you think appointment of directors at education institutions should be done without interference from the Ministry of Human Resource Development?
 
BEST RESPONSE

Appointment of directors at educational institutions is one of the major decisions which should be left to the free will of higher authorities governing the institute. It is because they are a better judge of the present circumstances and hence their opinion can be more beneficial towards the future of respective institute and everyone concerned. While the ministry of human resource development should participate only in case of explicit requirement as otherwise unnecessary interference from the ministry would impede the success of institute.

In early 2012 the former Union Minister for Human Resource Development, Kapil Sibal had initiated a debate by mooting the idea for appointment Directors for higher education institutions under the guidance of ministry of HRD. Institutions and universities especially under the disguise of public-private partnership or under private ownership have been allowed to be set-up by those who could muster financial and political support. The appointment of directors, without the consideration of ministry has created the present unhealthy and unfair environment in higher education in the country.

Qualities like education background, experience, managerial skills etc are vital in selection of a director for education institute. Human Resource Team is the one who upfront cheek the qualities in the person but they have a limited purview of the requirements so it should be active participation from the faculties as well as Human Resource team in selection of the director for an educational institute.

The directors play a crucial role in the overall development of the education institutes and works as a catalyst for providing  an insight in the area of R&D, academics and much more, so that the future leaders are trained in an best optimum way. The directors play a pivotal role in decision making and driving the policies for attaining the futuristic goals. Any interference from the Ministry of HRD or politicking the appointment of directors will send wrong notions across the education community and will lower the morals of the teaching faculty and the alumni associated with the institution.

The appointment of directors at the educational institutions should be done after consulting the ministry of HRD. Kapil Sibal had said that its recommendations would be pivotal for creating a knowledge economy. While each and every recommendation does not need to be adopted, where the need arises their recommendations shall be adopted. The ministry will be helpful in deciding on the qualifications and the salaries to be paid to the directors in line with the requirements of the institution.

Directors of educational institutions have the crucial responsibility to groom. Exercise of parochialism and favouritism is detrimental for the nation's progress. A selection committee formed of experts of the discipline must only  be made to take the decision for the best interest of educational improvement.

An undulating interference has been felt from the HRD ministry in directors' appointment which looks to accommodate vested interests of different sects and somewhere the image of these institutions have got tarnished. The institutions are best aware of their academic affairs, similarly, the HRD officials at the supervisory level knows best about administration. Thus the appointment must be done consultatively with both institutional and HRD Ministry officials jointly reach a consensus thereby eliminating possibility of any interference.

Directors are at the helm of decision making in any institution. They must be visionary, highly qualified, intellectual etc. Their decision is going to effect future of India. The person at the director post must be above all politics and must do what ever is in best interest of the students. Therefore person appointed at this post must me of high stature and should be appointed in impartial fashion.
