Poor count

Addressing a press conference on the census to identify households living below the poverty line in rural and urban areas, Rural Development Minister Vilasrao Deshmukh was asked how the prisoners in Tihar and other jails would be counted. The minister promptly turned to Kumari Selja, minister for housing and urban poverty alleviation, and joked that prisoners strictly belonged to urban development, leaving everyone in splits.
