Ruled in

Much has been made of the National Democratic Alliance government's strict policy on the appointment of personal staff of ministers, with its emphasis on track record and the unwritten stipulation to exclude officers who have served ministers in the previous regime. But, insiders say, this latter rule has been applied selectively. A couple of officers from the previous regime have managed to stay on in the new government and one of them is on the staff of a major infrastructure ministry.
