Delhi govt defers implementation of grade pay to DANICS

Delhi government today decided to defer the implementation of the grant of grade pay and time-bound grant of scales for DANICS officer till the Centre takes the final decision in this regard.

The government's moves comes a few days days after Lt Governor Najeeb Jung warned officers of strict action if they follow the AAP government's decisions, including change in the pay structure of DANICS officers, which were declared by the Home Ministry as "null and void"

The decision was taken in a Cabinet Meeting chaired by Chief Minister Arvind Kejriwal today at Delhi Secretariat here.

"The cabinet decided to defer the implementation of the grant of grade pay and time-bound grant of scales for DANICS officers till the Union Ministry of Home Affairs ratifies this decision.
 

"The cabinet also decided to request the MHA to take a final decision soon on DANICS officers salary revision, since it has been pending for more than a decade," said a senior government official.

In August, the Delhi Cabinet had approved the grant of time bound pay scales to Delhi, Andaman and Nicobar Islands Civil Service (DANICS) officers who have completed 13, 18 and 21 years of service.

The government had also approved the introduction of a pay scale in Pay Band-4 with grade pay of Rs 10,000 after 21 years of service.

On September 17, LG Najeeb Jung had issued a memorandum directing all officers, not to follow the Delhi Government orders which were declared by the Centre as "null and void".

In the memorandum issued by the LG's Secretary, it had been stated that officers would face strict action for non-compliance with the order.

"Government of India has taken note of current constitutional position in Delhi and major instances of violation of the constitution, laws and rules, such as change in the pay structure of DANICS officers, the constitution of so-called Commission of Inquiry, etc.

"Government of India has declared these decisions of Government of NCT as illegal and ab initio void," the LG's memorandum had also stated.
