The Madras High Court today appointed an Advocate Commissioner to study the quality of a 15-km-long state highway section between Aralvaimozhi and Nadumangadu in Kanyakumari district and submit a report.
Justices S Tamilvanan and V S Ravi passed the interim order on a PIL by The Consumer Protection Association of the district, which alleged that the road had been poorly laid by the authorities and contractor.
As the petition was in public interest, the judges found it reasonable to appoint the advocate commissioner -- Isaac Mohanlal. The commissioner could have two junior lawyers assisting him. He could engage a qualified civil engineer, working with the PWD, to inspect the road and verify its quality.
The Superintending engineer and the Divisional engineer should provide all the technical assistance and equipment to discharge the duty of the commission and his team, the court said and adjourned the matter by four weeks.
