The Delhi High Court Thursday asked the Centre to consider as representation a plea seeking linking of immovable and movable property documents of citizens with their Aadhaar numbers to curb corruption, black money generation, and 'benami' transactions. A bench of justices Rajiv Shakdher and Girish Kathpalia said these are policy decisions and courts cannot ask the government to do this. It said the representation shall be decided by the government within three months. "How the courts can get into all this. These are policy decisions, how the courts can tell them to do this. Prima facie, what I don't understand is that these are the areas we don't have the complete picture or data, what are the various aspects that may emerge... Best is to let them treat it as a representation and let them decide," Justice Shakdher said. Any operator found overcharging for Aadhaar services is suspended and the registrar who appointed him faces a penalty of Rs 50,000, Parliament was informed on Wednesday. "Unique Identification Authority of India (UIDAI) has placed an obligation on all Aadhaar operators not to overcharge for Aadhaar services including update of biometric and demographic details," Minister of State for Electronics and IT Rajeev Chandrasekhar in a written reply to the Lok Sabha said. "However, if any report on overcharging is received, the same is enquired and if established, a financial penalty of Rs 50,000 is imposed on the enrolment registrar concerned and the operator is suspended," Chandrasekhar said. He said persons can lodge their grievances with UIDAI through email or call to the toll free number 1947. The government on Saturday said a person who is eligible for Aadhaar can enrol using Iris scan in case fingerprints are unavailable. The statement comes after Minister of State for Electronics and IT Rajeev Chandrasekhar intervened to ensure the enrolment of a woman, Josymol P Jose, in Kerala who could not get enrolled for Aadhaar as she did not have fingers. A team from the Unique Identification Authority of India (UIDAI) visited Jose at her home in Kumarakam, Kottayam district, in Kerala, the same day and got her Aadhaar number generated, the statement said. The Supreme Court on Monday directed the Unique Identification Authority of India and the Manipur government to take steps to ensure that Aadhaar cards are provided to people displaced due to the bloody ethnic conflict in the state whose records are already available with the UIDAI. Observing that it does not propose to run the administration in Manipur, the apex court said necessary verifications shall be carried out before issuing the Aadhaar cards expeditiously. The country's largest lender State Bank of India on Friday introduced a facility to allow customers to enrol in social security schemes by just furnishing an Aadhaar card. SBI Chairman Dinesh Khara unveiled the new feature -- which will be available at the bank's Customer Service Points (CSPs) -- that aims to make the process of enrolling in various social security schemes simpler. Customers visiting CSPs will need only their Aadhaar cards to enrol in schemes such as Pradhan Mantri Jeevan Jyoti Bima Yojana, the Pradhan Mantri Suraksha Bima Yojana, and the Atal Pension Yojana, the bank said in a statement. Customers will no longer need to carry their passbooks to the CSPs for such purposes, it said. The aim of the new feature is to empower every section of society by removing barriers for accessing financial security, Khara said, adding that this is expected to significantly widen the coverage of social security schemes.
