The Supreme Court on Friday asked the Centre to suggest names of five senior bureaucrats to be considered for the post of new Delhi chief secretary by 10.30 am on November 28 and said the Delhi government will have to respond the same day to facilitate adjudication on the vexed issue. The appointment of the chief secretary is the latest bone of contention between Chief Minister Arvind Kejriwal-led Delhi government and Lieutenant Governor (LG) V K Saxena who have been involved in a series of run-ins over various issues. A bench comprising Chief Justice D Y Chandrachud and justices J B Pardiwala and Manoj Misra which was hearing the AAP government's plea asked why the LG and the chief minister cannot meet to amicably decide on names. Earlier on July 17, the top court had taken note of the differences over the appointment of the new DERC chairperson and asked Kejriwal and the LG to discuss names of former judges who could head the national capital's power regulator, saying the two ...
The AAP government and the Centre on Friday clashed over the issue of the appointment of the new Delhi chief secretary in the Supreme Court, which suggested that the Lieutenant Governor and the Centre propose a panel of names and the Delhi government may choose one of them for the post. The court asked why LG V K Saxena and Chief Minister Arvind Kejriwal cannot meet and amicably discuss names for the post. A bench headed by Chief Justice D Y Chandrachud and justices J B Pardiwala and Manoj Misra was hearing a plea of the Delhi government against any move by the Centre to appoint, without any consultation with it, the new chief secretary or extend the tenure of the current top civil servant Naresh Kumar who, otherwise, is set to demit office on November 30. The Delhi government has questioned how the Centre could proceed with the appointment of the chief secretary without any consultation with it while the new law is under challenge. "Why can't the LG and the CM meet? Last time we s

Delhi Vigilance Minister Atishi on Wednesday submitted a supplementary report to Chief Minister Arvind Kejriwal on corruption allegations against Chief Secretary Naresh Kumar, claiming the bureaucrat tried to save an official in the Bamnoli land acquisition matter, government sources said. In the fresh report, Atishi reiterated her recommendation for suspension of the chief secretary, they said. There was no immediate response from the chief secretary on the supplementary report. He had earlier denied any wrongdoing and alleged that people with "vested interests" against whom vigilance action was taken for corruption were indulging in "mud-slinging". The matter pertains to alleged corruption in acquisition of 19 acres of land in southwest Delhi's Bamnoli village. In her first report submitted to Kejriwal, Atishi had alleged "prima facie complicity" of the chief secretary in the land acquisition matter. The compensation for the 19-acre land was hiked from Rs 41 crore to Rs 353 cror

The Delhi BJP on Monday claimed that following a NCT of Delhi RERA order, property registration has been stalled by the sub-registrars here. However, a senior revenue department officer said no directions have been issued to sub-registrars to stop property registrations. Slamming the AAP government, Delhi BJP president Virendra Sachdeva asked Chief Minister Arvind Kejriwal to clarify whether the NCT of Delhi Real Estate Regulatory Authority (RERA) order will apply on properties constructed before November 20 or any later date. Sources in the AAP-led Delhi government, however, said RERA comes under the Centre, so the BJP should question the central government, and stop "misleading" the people. In a statement, Sachdeva claimed that "misusing the Supreme Court's concern for protecting the interest of property buyers, the Delhi government's RERA has brought a notification after which sub-registrars stalled property registration in Delhi today." The Delhi RERA in its order in September
The Punjab Cabinet on Monday gave its nod for convening a two-day assembly session on November 28 and 29. A decision to this effect was taken in a Cabinet meeting chaired by Chief Minister Bhagwant Mann here. The move comes days after the governor prorogued the Budget session, which was held in March. Finance Minister Harpal Singh Cheema told reporters the two-day session will be convened on November 28 and 29. The Cabinet gave approval to convene the fifth session of the 16th Punjab Vidhan Sabha, Cheema said. "The Vidhan Sabha session will be held for two days in which different Bills that have been pending will be passed," the minister said. Three money Bills -- the Punjab Fiscal Responsibility and Budget Management (Amendment) Bill, 2023, the Punjab Goods and Services Tax (Amendment) Bill, 2023, and the Indian Stamp (Punjab Amendment) Bill, 2023, will be tabled during the session. Cheema also told reporters that there are many Bills pending before the governor and added he sh
BJP Spokesperson Shehzad Poonawalla accused Kejriwal of spending thousands of crores given by the Centre on advertisements or "doing corruption" instead of cleaning Yamuna
The Supreme Court on Monday sought responses from the Centre and the Enforcement Directorate on AAP leader Sanjay Singh's plea challenging his arrest and remand in a money laundering case related to alleged Delhi excise policy scam. A bench of Justices Sanjiv Khanna and SVN Bhatti issued notice to the Centre and the ED, and asked them to submit their responses before December 11. The bench ordered that if Singh files a petition for regular bail in the interregnum, then it should be considered independent of the observation made in the Delhi High Court's judgement dated October 20. Singh, who was arrested on October 4 in the case, had moved the top court challenging the High Court verdict. In its order, the High Court had refused to interfere with his arrest in the case, saying it could not impute a political motive to a premier investigating agency in the absence of material on record. It had also said that Singh's was not a "prima facie case of no evidence at all". The ED's money
Delhi Chief Minister Arvind Kejriwal has granted permission to 83 more shops and commercial establishments in the city to operate round the clock. Once approved by the lieutenant governor, these shops and commercial establishments will be able to operate 24 hours, according to an official statement. With this, the total number of shops and commercial establishments operating round the clock in the national capital has gone up to 635, the statement said, adding that from 1954 to 2022, only 269 shops and establishments were allowed to run 24 hours. The shop owners must comply with the provisions and regulations outlined in the Delhi Shops and Establishment Act of 1954, it said. The government will monitor these shops to ensure compliance with the regulations and take action against violations. The operation of these commercial establishments for 24 hours will not only boost the economy, but also create new job opportunities for youngsters, the statement said. Under the Delhi Shops a
Union Minister Meenakshi Lekhi on Saturday alleged a "scam" of Rs 3,237 crore in the Delhi Jal Board under the AAP government, citing various accounting-related irregularities since 2017. The AAP, however, fired back at the charges, saying, true to its nature, the BJP has again come up with a new way to "interrupt" the progress of Delhiites. "It doesn't go well with a Union minister making such fabricated insinuations against an 'honest' government devoted towards its people," the AAP said in a statement. In a joint press conference with the BJP's Delhi unit chief Virendra Sachdeva, Lekhi alleged that issuing of tenders was avoided for 12,000 work orders worth Rs 600 crore by keeping the value of each below Rs 5 lakh. Sachdeva said Chief Minister Arvind Kejriwal should refer the "scam" to the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) for a probe. If he fails to do so, the BJP will urge the Lt Governor to do it, Sachdeva added. Lekhi said the AAP a

The AAP on Thursday said the Municipal Corporation of Delhi (MCD) has prepared a 10-point plan to ensure smooth conduct of this year's Chhath Puja. The plan includes construction of ghats and provision of lights and toilet facilities at ghats, among other things. Addressing a press conference here, AAP MCD in-charge Durgesh Pathak said meticulous preparations have been made for Chhath Mahaparv and Chief Minister Arvind Kejriwal has announced a 10-point plan. "First, excellent ghats will be constructed. Second, arrangements for tents will be made there. Third, there will be provision for lights as people come for Chhath Puja in the morning and at night. Fourth, toilet facilities will be provided at every ghat. "Fifth, arrangements for water are being made. Sixth, provisions for ambulances are being made so that there is no trouble in case of any medical emergency. Seventh, doctors will also be deputed," he said. As part of the plan, cultural programmes are being organised on people
Lieutenant Governor V K Saxena came down heavily on the AAP governments in Punjab and Delhi on Thursday, alleging that the former is playing "truant" on the issue of stubble burning and the latter involved in "over-hyped events" like the odd-even road-rationing scheme, while the national capital is gasping for breath due to alarming levels of air pollution. Setting the stage for a fresh confrontation between the LG's office and the Aam Aadmi Party (AAP) dispensation in Delhi, Saxena asserted that blaming others for the pollution problem will not help and the solution lies within the city itself. In a statement, the AAP said the Delhi government has taken a slew of measures over the past several years, which has led to a significant improvement in the air quality, as was appreciated in the Economic Survey 2022-23 tabled in Parliament. The party said it has taken several measures even in Punjab and if the Centre provides a subsidy, many more things can be done to curb farm fires. As t
The Delhi government has sent to the CBI and the ED a report of Vigilance Minister Atishi alleging "prima facie complicity" of Chief Secretary Naresh Kumar in the Bamnoli land acquisition matter, requesting a probe, government sources said on Thursday. Kumar has denied any wrongdoing and alleged that "mudslinging" was being done by people with "vested interests" against whom vigilance action was taken for corruption. On Wednesday, the 670-page report of Vigilance Minister Atishi was submitted to Lieutenant Governor V K Saxena by Chief Minister Arvind Kejriwal's office. It has demanded Kumar's suspension and claimed that the scale of "undue benefits" in the matter was more than Rs 897 crore. "The report was referred to the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) after the chief minister gave his go ahead," a source said. Compensation for 19-acre land in southwest Delhi's Bamnoli village for the NHAI's Dwarka Expressway project was allegedly raised
A red alert has been sounded in all the districts of Punjab and legal action will be initiated if anyone found burning stubble, said a senior police official on Wednesday. The move is aimed at ensuring compliance with the directions of the Supreme Court to put a full stop to crop residue burning. Amid a spike in pollution levels in Delhi-NCR, the apex court on November 7 directed Punjab, Haryana, Uttar Pradesh and Rajasthan to ensure crop residue burning was stopped "forthwith", saying it cannot let "people die" due to pollution. Thereafter, Punjab Director General of Police Gaurav Yadav had appointed special DGP (law and order) Arpit Shukla as the nodal officer to monitor action against stubble burning. Shukla on Wednesday said commissioners of police and senior superintendents of police have been directed to sensitise farmers, citizens and various stakeholders about the ill-effects of the stubble burning, which is also a violation of law and action could be initiated against ...
