The Enforcement Directorate has written to the Bihar government flagging an alleged over Rs 131 crore worth sand mining scam in Banka district of the state that has potential links to certain politicians and their associates, official sources said. The federal probe agency's communication was sent a few weeks back and it came in the backdrop of a 2023 'Lok Adalat' (alternate dispute redressal platform) proceeding during which the alleged criminal offence was "compounded" and the accused were let off with a monetary penalty, the sources told PTI. We will intervene if mass exclusion found in Bihar electoral roll SIR: SC

The Supreme Court on Tuesday said the Election Commission (EC) is a constitutional authority and it is deemed to act in accordance with law, but if there is mass exclusion in the special intensive revision (SIR) of electoral rolls in Bihar, the court will step in. A bench of Justices Surya Kant and Joymalya Bagchi fixed a timeline for considering a batch of pleas challenging the Election Commission's SIR exercise in Bihar, and said that hearing on the issue will be held on August 12 and 13. Senior advocate Kapil Sibal and advocate Prashant Bhushan, appearing for petitioners, once again alleged that people are being left out from the draft list to be published on August 1 by the poll panel, and they will lose their crucial right of voting. Bhushan said the EC has issued a statement that 65 lakh persons have not submitted the enumeration forms during the SIR process as they are either dead or have permanently shifted elsewhere. He submitted that these people will have to apply afresh

"I have heard claims that the recent spurt in violent crimes is linked to the upcoming assembly polls, and there are attempts to defame this government. Still, it is the responsibility of the administration to keep the law and order situation under control. I feel sorry to support a government which is failing on this count," said the Hajipur MP. "The situation in the state has become scary. The administrative failure is being blamed on both rank incompetence and connivance with criminals," he added. Bihar failed to submit utilisation reports for ₹70,000 cr projects: CAG

The Comptroller and Auditor General (CAG) has pulled up the Bihar government for failing to submit utilisation certificates for projects worth Rs 70,877 crore. The report of the CAG on State Finances for the year 2023-24 was tabled in the state assembly on Thursday. "Despite the requirement of submitting UCs within the stipulated time period, 49,649 outstanding UCs of Rs 70,877.61 crore were not received by the Accountant General (Accounts & Entitlements), Bihar, as on March 31, 2024," it said. In the absence of UCs, there is no assurance that funds disbursed have been used for the intended purpose, the report said. "Moreover, high pendency of UCs is fraught with the risk of embezzlement, misappropriation and diversion of funds," it said. Of the total Rs 70,877.61 crore, Rs 14,452.38 crore pertained to the period up to 2016-17. The top five defaulting departments are Panchayati Raj (Rs 28,154.10 crore), Education (Rs 12,623.67 crore), Urban Development (Rs 11,065.50 crore), Rural
