A bench of Justices Surya Kant, Dipankar Datta and Ujjal Bhuyan posted Kumar's bail plea for next Wednesday and told senior advocate Abhishek Singhvi that the court was shocked with the details of the incident recorded by the Delhi High Court. Encroachment of drains widespread, law needed to tackle problem: Delhi CS

The problem of encroachment of drains in the city is so "widespread" that it cannot be resolved without a proper legislative framework, Delhi Chief Secretary Naresh Kumar has said. Kumar cited the Old Rajinder Nagar incident in which three civil services aspirants drowned in the flooded basement library of a coaching centre. In his reply to a note of Urban Development Minister Saurabh Bharadwaj on Tuesday, the chief secretary requested him to move the file on drainage plan recommendations for Delhi, including need of a 'Storm Water and Drainage Act for Delhi' so that draft of the legislation could be initiated by the Irrigation and Flood Control Department. The recommended 'Storm Water and Drainage Act' is proposed to have provisions for penalties on encroachment, dumping of construction, municipal and industrial solid waste in the city's drains. Union Minister of Housing and Urban Affairs Manohar Lal Khattar on Monday said the Delhi government's "carelessness" is responsible for the death of three students at a coaching institute in the national capital. Petrol pump owners seek to meet Delhi transport minister over PUCC rates

Petrol pump owners on Thursday wrote to Delhi Transport Minister Kailash Gahlot, seeking a meeting with him to revise PUCC rates for Pollution Under Control (PUC) certificates in the national capital. The letter comes days after the Delhi Petrol Dealers' Association (DPDA) shut down nearly 600 PUC centres functioning at petrol pumps, saying the hike was not commensurate with operational costs. On July 11, the Delhi government increased the PUC certificate charges for petrol, CNG and diesel vehicles after a gap of about 13 years. The hike ranges between Rs 20 and Rs 40. "Sir, most of the PUC centres have operated the last few years in losses to avoid any inconvenience to the general public. However, due to this extreme unviability, many PUC centres have been forced to surrender their licenses in the last few months. The Managing Committee of the DPDA had thus resolved to close PUC centres across Delhi from July 15 in light of the "arbitrary and grossly insufficient hike", it said.

BRS leader K Kavitha, lodged in Tihar jail, taken to DDU hospital

BRS leader K Kavitha, who is lodged in Tihar jail here in connection with a money laundering case, was taken to Deen Dayal Upadhyay Hospital on Tuesday, officials said. The 46-year-old Bharat Rashtra Samithi (BRS) leader was arrested by the Enforcement Directorate (ED) in the Delhi excise policy-linked money laundering case on March 15. The Delhi High Court on Tuesday granted the Centre time till July 25 to decide on allotment of office space to the AAP here on account of it being recognised as a national party. Munak Canal breach fixed; water supply from Dwarka plant to normalise

The Munak Canal breach that led to flooding in the Bawana area and impacted the water supply in different parts of the city has been fixed, the Delhi government said on Friday. In a statement issued late night, it said water is likely to reach the Dwarka plant by Saturday morning. Residents of the area have been grappling with water shortage since the breach in one of the sub-branches of the canal, which supplies water from Haryana to Delhi, late Wednesday.
