The Delhi High Court today asked aviation regulator DGCA to reconsider the norms on duty and rest hours for the cabin crew and to come out with a fresh one within 12 weeks. Justice Vibhu Bakhru passed the order on a plea by an NGO and some Air India cabin crew members working on long haul flights, who had challenged the existing CAR 2016 on the ground that it did not take into account the fatigue faced by them due to their duty hours and the time they get for rest. The Civil Aviation Requirement (CAR) pertains to flight duty time and flight time limitations. The NGO--Dedicated to Aviation Safety and Health-- represented by senior advocate Vivek Kohli in the court, had claimed in its plea that cabin crew fatigue affects and puts at risk their safety and those of the passengers. Jammu and Kashmir Chief Minister Mehbooba Mufti expressed deep sorrow over the death of three soldiers in Machhil sector of Kupwara district who were killed when their post came under an avalanche today. The chief minister conveyed her sympathies to the families of dead soldiers, officials said. Mufti also expressed grief over the death of three people in a road accident at Budhal, Nowshera, today, they said. Meanwhile, she directed the Jammu divisional administration to ensure that the injured in the accident were provided all possible assistance, officials said. Six persons were killed today in two separate road accidents in Jangaon district of Telangana, police said. Three persons were killed and two others injured when their car collided with a mini-bus near Raghunathpally mandal headquarters, they said. The mishap occurred when the victims were returning to Hyderabad from Medaram, said N Ranjith Rao, Sub Inspector of Police, Raghunathpally. While two of passengers were killed on the spot, the driver succumbed to injuries while being taken to a nearby hospital, the officer said. The deceased have been identified as J.Satthemma (60) and her daughter-in-law J.Shiva Rani (35) and the car driver Raju (23). Area sown to wheat is lagging behind by 5.38 per cent at 300.70 lakh hectares so far in the 2017-18 rabi season, according to the latest data by the agriculture ministry. Sowing of rabi (winter) crops begins from October, while harvesting starts from March. Wheat, the main rabi crop, was sown in 317.82 lakh hectares in the year-ago period. Besides wheat, area sown to oilseeds was lower at 80.29 lakh hectares so far in the rabi season of this year, as against 84.44 lakh hectares in the same period last year. According to the ministry's data, coarse cereals acreage was also slightly lower at 56.27 lakh hectares as against 57.23 lakh hectares in the said period. However, area sown to pulses was higher at 166.47 lakh hectares so far in the current rabi season as against 158.02 lakh hectares in the year-ago period. Three people were killed and 14 others injured today after a mini-bus skidded off the road and turned turtle in Jammu and Kashmir's Rajouri district, police said. The accident occurred at Budhwal in the Nowshera area and those who where critically injured were airlifted to a hospital in Jammu, they said. State minister Chowdhary Zulfkar Ali informed the Legislative Assembly that adequate medical facilities were being provided to the injured in Jammu and Nowshera. Five people have died after two army helicopters collided and crashed in a dense forest area in southern France on Friday.The French police authorities, who were present at the site, said that the Gazelle helicopters both of which belonged to the Ealat military flight training school in nearby Le-Cannet-des-Maures due to "technical reasons" between Cabasse and Carces, the Sky News reported.As per the local media reports, two rescue aircrafts, consisting of around 20 troops and more than 30 police officers were sent to investigate the crash and to launch rescue operations.The rescue operations were underway to trace a sixth person, who was said to be aboard on the helicopter. The Haryana government has declared Manesar as new police district to strengthen the law and order in the area. The idea behind declaring Manesar a police district is to keep a check on the incident of crime and road accidents and provide better administration to the people of Gurgaon district, an official spokesman said here today. The Centre today informed Parliament that the proposals are under consideration to provide drought relief to 52 districts of Chhattisgarh, Madhya Pradesh and Rajasthan during Kharif 2017. Already, inter-ministerial central teams have visited these states to assess the drought situation and ascertain financial assistance to be released from the National Disaster Response Fund (NDRF), it said. "The proposals received from these states for assistance from NDRF are under consideration," Minister of State for Agriculture Gajendra Singh Shekhawat said in a written reply to the Rajya Sabha. Chhattisgarh has declared drought in 21 districts, Madhya Pradesh in 18 districts and Rajasthan in 13 districts, he said, adding that these states have submitted a memorandum seeking financial help from NDRF. Finance minister T M Thomas Isaac today made the announcement during the presentation of the state budget for 2018-19 in the Assembly. National Highways Authority of India (NHAI) has invited bids for Rs 1.75 lakh crore highway projects till January in the current fiscal, the government said today. "The NHAI has invited bids for a length of 10,460 km, costing nearly Rs 1,75,000 crore till January, 2018, and is all set to achieve a quantum jump in the award of road projects in the year 2017-18," the Ministry of Road Transport and Highways said in a statement. Bids for another 1,000 km will be invited within the next 15 days, the statement said, adding that the average length of road projects awarded by NHAI in the last 5 years was 2,860 km, with 4,335 km awarded in 2016-17.
