Two people died in China's eastern Jiangsu province as Typhoon Bebinca brought torrential rains and powerful winds before easing into a tropical storm, state media reported Tuesday. Two residents of Zhoushi Town, about 80 kilometres northwest of Shanghai, were hit by a falling high-voltage power line and electrocuted on Monday, according to state broadcaster CCTV. They are the only known deaths thus far to be caused by Bebinca, which swept over the megacity of Shanghai and neighbouring provinces on Monday, flooding roads with water and broken tree branches and knocking out power to some homes. One resident of Shanghai's Chongming Island was also reported injured by a falling tree. More than 414,000 people were evacuated ahead of the powerful winds and torrential rain. Over 60 roads have been blocked in Himachal Pradesh following rains in the past days, officials said on Monday. A maximum of 30 roads were closed in Shimla, 16 in Mandi, 10 in Kangra, two in Kullu and one each in Kinnaur, Una, Sirmaur and Lahaul and Spiti districts, the state emergency operation centre (SEOC) said. As many as 17 power schemes are also disrupted in the state, the SEOC said. Light rains lashed few parts of the state since Sunday evening. Kasauli was the wettest, recording 25 mm of rain followed by 18.6 mm in Shimla, 16 mm in Jubbarhatti, 12.3 mm in Kufri, 12.2 mm in Naina Devi, 8.4 mm in Solan, 5.2 mm in Berthin and 5 mm in Dalhousie. Himachal Pradesh's rainfall deficit since the onset of monsoon in the state on June 27 stands at 21 per cent, with the state receiving 524.1 mm rainfall against an average of 663.9 mm. A depression over the Bay of Bengal is likely to intensify into a deep depression by Monday, bringing heavy rain in several districts in the southern part of West Bengal till September 12, the Met office said. The weather system is likely to cross Odisha and West Bengal coasts between Puri and Digha respectively by Monday night, it said on Sunday. Heavy rainfall is likely in the south Bengal districts of Paschim Medinipur, Jhargram, Bankura, Purulia, Paschim Bardhaman, South 24 Parganas, Hooghly, Nadia, Murshidabad and Birbhum districts till September 12. Twenty nine people lost their lives in the recent heavy rains and flooding in Telangana, a top official said. State Chief Secretary Santhi Kumari said 29 of the 33 districts in the state have been declared as flood-hit on the basis of rainfall recorded between August 31 and September 3. She said Rs three crore each is being released to the flood-hit districts to carry out relief works. The senior official, who held a teleconference with district Collectors, asked them to submit detailed reports on the losses caused by the heavy rain and flood before Monday afternoon. Heavy rainfall lashed parts of Delhi-NCR on Wednesday afternoon, leading to waterlogging in several parts of the city, with the weathermen predicting more downpour in the next couple of hours. Huge traffic snarls were seen in parts of Delhi, including in South, Central, North, New Delhi and parts of Noida and Gurugram. "Light to moderate rainfall, accompanied by light thunderstorms, lightning and gusty winds with speeds of 30 to 40 km/ph, is very likely to occur across Delhi in the upcoming few hours," the weather department said in its forecast. The India Meteorological Department has issued a yellow alert for the city. A yellow alert denotes bad weather and the possibility of worsening conditions that could disrupt daily life. The Mizoram government on Monday asked people to take necessary precautions in view of the heavy rain that has been battering the state. In a public notice issued on Monday, the state Disaster Management and Rehabilitation Department requested every household to check their surroundings to ensure there is proper drainage of rainwater. Due to incessant rainfall during monsoon, several untoward incidents have occurred in the state resulting in loss of lives and properties, the notice said.
