India eyes collaboration with Israeli startups to boost innovation: Goyal

India and Israeli startups can collaborate in areas such as cybersecurity and medical devices to boost innovation ecosystem, Commerce and Industry Minister Piyush Goyal said on Friday. He said one of the key elements of the proposed trade agreement between the two countries will be technology and innovation collaboration. "We can collaborate with Israel to promote our own startup ecosystem, which we are aspiring to take it to the levels of deep tech and high quality innovation at competitive prices, given the economies of scale that India has to offer," Goyal told reporters here. The minister is here to hold bilateral trade talks with his Israeli counterpart Nir Barkat. Goyal is leading a 60-member business delegation here. A proposed free trade agreement (FTA) between Israel and India will open up significant business opportunities for industries in both countries and boost bilateral trade and investment flows, Israeli Economy and Industry Minister Nir Barkat said. He said that the two countries have signed terms of references (ToRs) on November 20 here to start negotiations for the agreement. Barkat said that both counties have decided not to include sensitive areas in the FTA negotiations. "Huge opportunities are there to boost trade and investments between the two countries. We are going to see huge growth in business," Barkat told PTI. He added that a lot of Israeli companies are interested in opening up subsidiaries in India, which can act as a gateway to Asia for them. India and Israel on Thursday inked terms of reference (ToR) to formally launch negotiations for a free trade agreement, Commerce and Industry Minister Piyush Goyal said. The ToR include market access for goods by eliminating tariff and non-tariff barriers, investment facilitation, simplification of customs procedures, increasing cooperation for innovation and technology transfer, and easing norms to promote trade in services. "We have signed the ToRs today. Now we will soon finalise the dates for starting the negotiations for that," Goyal told reporters here. Goyal is leading a 60-member business delegation to Israel. The progress on the proposed India-?Israel free trade agreement (FTA) is expected to be reviewed during Commerce and Industry Minister Piyush Goyal's three-day visit to Tel Aviv this week, an official statement said on Wednesday. The minister is leading a 60-member business delegation to Israel, where he would hold discussions with leaders and businesses on ways to boost bilateral trade, investments, and promote innovation. The visit would conclude on November 22. "Progress on the proposed India-?Israel FTA is also expected to be reviewed," the commerce ministry said. India and Israel are negotiating the agreement since May 2010. Eight rounds have been held so far. In October 2021, the two countries agreed to resume the negotiations. During 2024-25, India's exports to that country dipped 52 per cent to USD 2.14 billion from USD 4.52 billion in 2023-24. Imports, too, fell 26.2 per cent to USD 1.48 billion last fiscal year. India is Israel's second-largest trading partner in Asia. .

Under a bilateral framework agreement signed in November 2023, a total of 6,774 Indian workers went to Israel for work as of July 1 this year, the government informed Parliament on Thursday. This was revealed by Minister of State for External Affairs, Kirti Vardhan Singh, in a written response to a query in Rajya Sabha on the total number of labourers recruited from India by Israel consequent to the outbreak of the Israel-Hamas conflict in October 2023. Singh said that during the ongoing conflict, "one Indian agriculture worker was killed in an attack from Lebanon in March 2024". "Three Indian nationals were injured, one in rocket fire from Gaza on October 7, 2023, and two more in an attack from Lebanon in March 2024," the minister said. The government said it accords highest priority to the safety, security and well-being of Indian nationals abroad, including Indian workers.
