Payroll data can be used to gauge job creation: Statistics Ministry

Payroll data is one of the tools that can be used to gauge job creation in the formal sector, a report by the Statistics Ministry said. Following the recommendations of a government-constituted task force, an initiative to report the progress made in formal employment using measurable data from administrative records or payroll data has been launched, the ministry said today. According to the report, Payroll Reporting in India - A Formal Employment Perspective, released by the Statistics Ministry, the "measurement of job creation, employment and unemployment are usually done through statistical estimates from Household surveys, Enterprise/Establishment surveys, Administrative data and (payroll) data from government schemes". Haryana Chief Minister Manohar Lal Khattar today launched 'Sahyog Club', where engineering and polytechnic colleges students of the state would be registered as its members and entrusted the task of development and cleanliness of village ponds. Cabinet approves MRA between accountancy institutes of India, S Africa

Indian-American owned IT company fined for H1-B visa violations

An Indian-American owned IT company in California was today asked to pay USD 173,044 in wages to 12 of its foreign employees, most of them from India, in violations of the H-1B visa program salary requirements. Investigations carried out by US Department of Labour's Wage and Hour Division revealed that some of the H-1B employees that information technology provider Cloudwick Technologies Inc. brought from India with promised salaries of up to USD 8,300 per month instead received as little as USD 800 net per month. The Delhi government is working on a proposal for regularising the services of contractual workers and to abolish contract labour system in Delhi, Chief Minister Arvind Kejriwal said today. Par panel finalises report on Wage Code Bill, says Gangwar

Labour Minister Santosh Gangwar today said a parliamentary standing committee has finalised its report on first labour code, Wage Code Bill 2017, and the legislation would be pushed for passage in the monsoon session of Parliament after the document is submitted. The law will enable the central government to set benchmark minimum wages for different regions across the country. The bill's provision provides that states cannot set minimum wages below the benchmark set by the Centre. "I have spoken to the chairman of the committee (regarding finalisation of its report on Wage Code Bill). He told me that everything is completed and it will be submitted soon. Cachar Paper Mill workers protest non-payment of salaries

The contractual workers unions of Cachar Paper Mill in south Assam's Barak Valley staged a day-long protest, alleging non-payment of salaries for the past 20 months. Members of several contractual workers unions staged the protest yesterday in front of the mill, demanding immediate payment of pending dues. Cachar Paper Mill Project Workers Union president Manabendra Chakraborty told reporters today that an indefinite hunger"strike was to be staged by the contractual workers on April 23, but it was deferred after the mill's management assured three months' outstanding salaries within this month. The management, however, paid only one month's salary to the workers and said that the remaining two months' salaries would be paid before April 30, Chakraborty said.

Kerala becomes 'NokkuKooli' free on Labour Day

In a major push to transform Kerala as an investment-friendly destination, the CPI(M)-led LDF government has banned the obsolete 'Nokku Kooli' practise used by headload workers to extract exorbitant wages without doing any work. "The order, which was issued last night, comes into effect from today on Labour Day," an official statement said. "NokkuKooli, which literally means 'gawking wages,' is a euphemism for extortion by organised labour unions in the state under which wages have to be paid to trade union workers for loading and unloading works done by other workers or by machines," it said. AIUWC demands universalisation of social security as right of workers

The All India Unorganised Workers Congress (AIUWC) today demanded universalisation of social security as the right of workers in the country. In a letter to Labour Minister Santosh Kumar Gangwar, AIUWC chairman Arbind Singh condemned the proposed Social Security Code. "The AIUWC feels that the government's draft Social Security Code falls far short of meeting needs of the unorganised workers of the country," he said, a day before the International Labour Day. Kuwait seeks to calm Philippines crisis over workers

A senior Kuwaiti official today sought to calm a crisis with the Philippines over the treatment of domestic workers in the oil-rich Gulf state. Philippine President Rodrigo Duterte in February prohibited workers heading to Kuwait following the murder of a Filipina maid whose body was found stuffed in her employer's freezer. Prez stresses need for social security of unorganised workers

President Ram Nath Kovind today emphasised the need to have social security for workers in the unorganised sector. The president was addressing 'Asangathit Shramik Sammelan', a convention of labourers from the unorganised sector here. "No society can progress without being mindful to the welfare of the working classes, the deprived and underprivileged sections. In the labour sector in India, the share of workers in the unorganised sector is over 80 per cent," he said. Kovind said most of the workers of the unorganised sector are engaged in agriculture and construction.
