Delhi Chief Minister Arvind Kejriwal's private secretary Bibhav Kumar was questioned today in connection with the alleged assault on Chief Secretary Anshu Prakash, police said. Earlier, the police had claimed that Kejriwal's former advisor VK Jain was questioned but later clarified that Kumar was quizzed at the Civil Lines police station. Kumar was questioned in the case of alleged assault on Delhi chief secretary at Kejriwal's residence on February 19 night, they said. Police has already questioned the 11 MLAs who were present at the chief minister's residence for the meeting in which Prakash had allegedly been attacked. Two minor girls were allegedly raped in separate incidents in Uttar Pradesh's Siddharth Nagar and Hamirpur districts during the last 24 hours, officials said. In Siddharth Nagar, a six-year-old girl was raped by her neighbour when she had gone for a marriage function in a village in Chilhia area yesterday night, he said. The matter came to light after authorities found the girl writhing in pain in a secluded place. An FIR was lodged against the youth identified as Jitendra Yadav, said SP Dharmveer Singh. The accused was arrested and sent to jail, he said. In another incident, a 14-year-old girl was raped by three men in a village in Binwar area. Special judge for NIA cases Ravinder Reddy, who had resigned after acquitting right-wing activist Swami Aseemanand and five others in the Mecca Masjid blast case on Monday, resumed duty today. Barely hours after the judgement on April 16, Reddy had tendered his resignation. Reddy, the Fourth Additional Metropolitan Sessions Judge, had put in his papers to the Metropolitan Sessions Judge citing "personal reasons" for his decision and also applied for leave. A Delhi court today discharged Chief Minister Arvind Kejriwal and suspended BJP MP Kirti Azad in a criminal complaint filed against them by the Delhi and District Cricket Association and its then Vice President Chetan Chauhan for allegedly defaming the DDCA and Chauhan. The website of the BJP's Jammu and Kashmir unit was today hacked for a brief period with the hackers posting a message demanding justice for an eight-year-old girl who was raped and murdered at Kathua in January. The hackers, who called themselves "Team Kerala Cyber Warriors", posted a message accusing the state unit of protecting a "gang of pedophiles" who had aligned with some of the ruling BJP's office-bearers. However, commercial driving licences are required for trucks, buses and other medium and heavy commercial vehicles. "ln view of the legal position as settled by the Supreme Court ..., the requirement under the Motor Vehicles Act, '1988 to obtain the transport licence would arise in case of medium/ heavy goods and passenger vehicles only. "No other vehicle will require any separate endorsement, even if they are used for commercial purposes," Ministry of Transport said in an advisory to states. The advisory also said the exemption from obtaining the endorsement for commercial vehicles would apply to motor cycles and light motor vehicles like taxis, e-rickshaw/e-cart. Three United Nations human rights experts called on Iran today to annul a death sentence handed to an Iranian Kurdish prisoner, citing concerns he had been tortured in detention. The experts warned that executing Ramin Hossein Panahi, who they said was arrested last June for alleged membership in the Kurdish nationalist group Komala, "would be unconscionable". In a joint statement, they said he had been "sentenced to death for taking up arms against the state" due to his alleged membership of the group. Miscreants today snatched a rifle from a bank ATM guard in south Kashmir's Shopian district, police said. A group of unarmed men, whose identity was not immediately known, snatched a 12 bore rifle from the ATM guard in the Pinjoora area of Shopian, a police official said. He said the ATM belonged to the Jammu and Kashmir Bank. Police have taken cognisance of the incident, the official said.
