Odisha Government today appointed new collector of Bargarh district, official sources said. Jagatsinghpur district magistrate-cum collector Yamini Sarangi, a 2008 batch IAS officer, has been appointed as Collector and District Magistrate of Bargarh district, a notification issued by the general administration department said. Sarangi replaced Bargarh district collector Khagendra Kumar Padhi, the notification said adding that the reshuffle was made in pursuance of Election Commission of India as bypoll would be held in Bijepur assembly constituency of the district. Jagatsinghpur ADM Sachidananda Sahoo has been made in-charge collector of the district. Earlier, the opposition BJP had lodged complaint against the Bargarh district collector and Superintendent of Police (SP) accusing them of working in favour of the ruling BJD. Bijepur assembly segment under Bargarh district is going to by-polls on February 24.
The Supreme Court today said it will hear on February 12 a plea seeking a direction to the Centre to constitute an expert panel for conducting inquiry before any case is lodged against Army personnel. The plea, filed by Vineet Dhanda, an advocate, said a direction be given to the Jammu and Kashmir government not to withdraw the cases against 9,730 people allegedly involved in stone-pelting incidents and show seriousness in the cases registered against the offenders or stone pelters in the Kashmir Valley. The petition was mentioned before a bench of Chief Justice Dipak Misra and justices A M Khanwilkar and D Y Chandrachud which said it would hear it on February 12. A case has been registered on a complaint by an AAP worker alleging assault by his party's Kirari MLA Rituraj and other workers, police said today. The complainant Sanjiv Singh alleged that he was abused and beaten by the Kirari MLA and other AAP workers during the party meet at Mubarakpur in outer Delhi yesterday evening. "A case for causing hurt and wrongful restraint has been registered on the complaint filed at Aman Vihar police station. The matter is under investigation," said a senior police officer. A fast-track court has sentenced two employees of a temple here to 40 years' rigorous imprisonment for raping a woman devotee from Odisha in September last year. Judge Vivekanand Saran Tripathi also imposed a fine of Rs 1 lakh each on the two employees -- Kanhaiya and Rajendra -- of Shri Radha Rani Temple in Barsana, according government counsel Praveen Kumar Singh. The duo raped the widow, who was staying at the temple, at September 11 night inside the guard room, Singh said. According to him, the victim turned hostile during the course of the trial. After CCTV footage was produced in the court, the woman said that she had pardoned the accused. The judge, however, sentenced the duo on the basis of the CCTV footage and the woman's statement. The judge awarded 40 years' rigorous imprisonment to each of the two accused for gang rape under Section 376(d) of the IPC. A 45-year-old man was stabbed to death by unidentified assailants near his house in south Delhi's Malviya Nagar area, police said today. The incident occurred last night when the victim, identified as Sanjay Chawla, a financier and property dealer, was returning home from work, they said. Police was informed about the incident at about 8.25pm, a senior police officer said. Chawla was admitted to Madan Mohan Malaviya Hospital and later shifted to Max hospital, where he succumbed to injuries today, he said. A case was registered at the Malviya Nagar police station and an investigation was underway, the officer said. The case was being looked into from angles, including personal enmity and financial dispute, he said.

One of the pleas, filed by senior advocate Indira Jaising, has sought live streaming of matters of constitutional and national importance such as Aadhaar. A court here has convicted Pakistan-based Lashkar-e-Taiba terrorist Bilal Ahmed Quta of money laundering and waging war against India and sentenced him to seven years in jail, said the Enforcement Directorate (ED) on Friday.
Pakistan Army Chief General Qamar Javed Bajwa today confirmed death sentences for seven "hardcore terrorists", the military said. They were awarded capital punishment by the special military courts set up for speedy trial of militants, following the Peshawar school attack of December 2014 that killed 150 people, mostly schoolchildren. The army said in a statement that those convicted "were involved in heinous offences related to terrorism, including killing of innocent civilians, attacking law enforcement agencies and armed forces of Pakistan". "On the whole, they (the seven convicted men) were involved in killing of 85 persons and injuring 109 others. Arms and explosives were also recovered from their possession," it said. The convicts were tried by military courts but the place and duration of the trials was not revealed due to security reasons. The army said another five militants were handed down jail terms of varying durations.
The Jammu and Kashmir law department has warned senior government lawyers of disciplinary action, including cancellation of appointment, for their non-apperance in courts to represent the state government. In a circular, law department secretary Abdul Majid Bhat said the government has taken a serious note of the "persistent" non-appearance of the senior lawyers. "To overcome the practice of persistent non-appearance in courts and seeking unnecessary adjournments, the Sr Additional AGs, AAGs, Dy AGs and Government Advocates are impressed upon to ensure their obligatory appearance in the cases that are assigned to them, failing which the matter will be viewed seriously by the Law Department including forfeiting/ cancellation of their appointments," the circular said. Four people, including the father of a 10-year-old girl, were today sentenced by a court here to life imprisonment for sexually abusing her for nearly a year. The 57-year-old man, a daily wager, sexually abused his daughter in 2015. Also, the child was sexually exploited by three neighbours at Irugur on the city outskirts, the prosecution said. The girl, a Class 4 student, informed her class teacher, who in-turn complained to the Child Helpline and all-women police station. Cases were registered under the Protection of Children from Sexual Offences Act (POCSO Act) and the father, and three others -- Premkumar (19), Ravikumar (27) and Balakrishnan (33) were arrested. Mahila court judge S Alli sentenced the accused to life in prison and also imposed a fine of Rs 5,000 each on them.
The government has to acknowledge that even children have fundamental and human rights and they cannot be compelled to live in uncomfortable conditions merely because they have "no voice in the affairs" of state, the Supreme Court today said. The CBI has taken over the investigation in three cases allegedly involving gangster Chhota Rajan, who was deported from Indonesia in November 2015, according to an FIR registered by the agency. The first case relates to a First Information Report (FIR) registered by Mumbai Police at Bandra police station in 1999 about a shootout at Naupada road junction targeting Majid Khan and his associates in which three people were killed. The police had filed a chargesheet against Chhota Rajan, whose real name is Rajendra Sadashiv Nikalje, and his gang members Hemant Pujari, Kundan Singh Rawat and Samir Manek. The agency also took over the probe into ranson calls made by Rajan's gang members Prince and Bunty Pandey between June and July 2002 demanding Rs 25 lakh from a person named Virendra Jain. The Mumbai Police had filed chargesheet against four persons, including Rajan, who was shown as a wanted accused. The third case pertains to the killing of Sham Sunderraj allegedly by gang .
A magistrate of a consumer court went missing this morning from his residence in Gandhi Nagar area, police said. Gajanand Sharma, special magistrate in a consumer affairs court, lived with his family at the Nyaydeep apartment in Gandhi Nagar, they said. He had stepped outside today morning but did not return since then, SHO Bajaj Nagar Manoj Gupta said. Sharma's son lodged a missing compliant and efforts were on to locate him, he added.
