Delhi Services Bill passed, another round of tussle between AAP, L-G likely

The Delhi services bill, passed in Rajya Sabha on Monday, is likely to set the stage for another round of confrontation between the AAP dispensation and the Lt Governor, even as the legislation puts the seal on the Centre's primacy on the control of the city government's bureaucracy. The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, was passed with the Upper House of Parliament approving it with 131 votes in favour and 102 against. Union Home Minister Amit Shah introduced the contentious bill in the House and said that the proposed legislation is aimed at providing effective and corruption-free governance in the national capital. The bill, which was passed by the Lok Sabha last week, replaces an ordinance promulgated by the Centre for handling the transfers and postings of officials in the Delhi government. However, the matter is still hanging fire as the Supreme Court last month formed a constitution bench to examine the power of Parliament over governa

Parliamentary panel supports increasing retirement age of SC, HC judges

A parliamentary committee on Monday recommended a performance appraisal system for extending the tenure of judges of the Supreme Court and high courts beyond the existing retirement age. At present, while Supreme Court judges retire at the age of 65 years, judges of the 25 high courts demit office at 62. The Standing Committee on Law and Personnel, in its report on 'Judicial Processes and their Reforms', also said that the practice of post-retirement assignments to SC and HC judges in bodies or institutions financed by public exchequer may be reassessed to ensure their impartiality. It noted that many stakeholders had raised objections to the post-retirement assignments given to judges. During the UPA-II, a bill was introduced in Lok Sabha to bring the retirement age of HC judges on par with SC judges. But the bill never came up for consideration and lapsed. "... the Committee feels that the age of retirement of judges needs to be increased in sync with the increase in the longevi
