Make comprehensive statement in both houses on Manipur violence: Kharge

Congress president Mallikarjun Kharge on Tuesday urged Prime Minister Narendra Modi to make a "comprehensive" statement in both houses of Parliament on the violence in Manipur. He said the situation in the northeast was fragile and the repercussions of the Manipur violence seem to be spilling over to other states too, asserting that it was not good for the country's sensitive border states. Kharge said 83 days of unabated violence in Manipur require that the prime minister make a comprehensive statement in Parliament. "Stories of absolute horror are now slowly trickling down. INDIA demands answers from the Modi Government on Manipur violence," he said on Twitter. Kharge said it was high time that Modi sheds his "ego" and takes the country into confidence on Manipur. "PM Modi must tell what his government is doing to improve the situation and when will normalcy return in Manipur," he said. The opposition has been demanding a statement from the prime minister in both houses of ...

Govt recommends setting up 'heritage squad' to recover stolen antiquities

A Parliamentary standing committee has recommended establishing a "dedicated cultural heritage squad" for the recovery of stolen antiquities, with a team of officers who can be trained on various aspects of retrieval, as followed by different countries. The department-related Parliamentary Standing Committee on Transport, Tourism and Culture said this in a report laid in both Houses of Parliament on Monday. The committee, in its "Three Hundred Forty Eighth Report on the subject 'Heritage Theft - The Illegal Trade in Indian Antiquities and the Challenges of Retrieving and Safeguarding Our Tangible Cultural Heritage'", recommended that the government set up a "multi-departmental task force" to speed up the retrieval process. The task force should include senior officials from the Ministry of Home Affairs (police and investigation), the Ministry of External Affairs (for coordination with foreign governments), the Archaeological Survey of India (ASI) and senior scholars and experts. Parl panel suggests setting up specialised security agency for airports

A Parliamentary panel on Monday asked the government to look at the feasibility of setting up a specialised security agency for airports amid rising air passenger traffic. Besides, the committee has proposed constituting a special airline wing to deal with police and courts in unruly air passenger behaviour cases and urged aviation regulator DGCA to enforce a zero-tolerance policy for such incidents. These are among the recommendations made by the Department-related Parliamentary Standing Committee on Transport, Tourism and Culture, which tabled its report in Parliament on Monday. Out of a total of 353 units deployed by the Central Industrial Security Force (CISF), 66 units or 18.7 per cent are deployed at the airports, the panel said and added that the civil aviation sector is expected to grow at a faster pace and that will increase the need for manpower engaged in providing security at airports. "The committee, therefore, recommends that the Ministry of Civil Aviation may examine

Rajya Sabha adjourned till 12 noon after spat between Chairman, Derek

The Rajya Sabha proceedings were adjourned for almost an hour on Monday following heated exchanges between Chairman Jagdeep Dhankhar and TMC's Derek O'Brien over the chair not mentioning the party affiliations of opposition members seeking a discussion on the Manipur issue. Dhankhar read out the names of the MPs and the political parties they are affiliated with while detailing the 11 notices received under rule 176, mostly from treasury benches, seeking short-duration discussions over violence in states ranging from Rajasthan to Manipur. But when he started to read out the notices received under rule 267 from MPs of opposition parties who sought to set aside the business of the day to take up the Manipur issue, he did not mention the party affiliations. O'Brien asked the chairman to also mention the parties of the MPs who had given notices under rule 267, just like he did for MPs giving notices under rule 176. Dhankhar asked O'Brien to take his seat but the TMC leader was not in a

PM should make statement on Manipur in Parliament: Farooq Abdullah

National Conference president Farooq Abdullah on Sunday said that Prime Minister Narendra Modi should speak on the Manipur situation in Parliament and the opposition should also be allowed to express its views on the matter. The whole world is talking about it (Manipur). He (PM) has commented on the issue and used very strong words but he should say it in Parliament. After he speaks, he should listen to us (opposition) also. We hope that we will be allowed to talk on this issue in Parliament. Our aim is not to criticise but express our feelings about the situation, Abdullah told reporters here. Asked about his views on the viral video of two Kuki women being paraded naked in Manipur, Abdullah said, Manipur is a tragedy for all of us. It is doomsday for every Indian. Prime Minister Modi on Thursday said the incident of women being paraded naked in Manipur has shamed 140 crore Indians, asserting that law will act with its full might and no guilty will be spared. Appeal to opposition to join debate in Parliament on Manipur: Anurag Thakur

As Parliament's Monsoon session remained deadlocked over ethnic violence in Manipur, Union minister Anurag Thakur on Sunday appealed to the opposition parties "with folded hands" to join the debate on the issue. Thakur also urged the opposition not to politicise the issue of atrocities against women in the northeastern state. The opposition parties have planned joint protests in Parliament on Monday on the situation in Manipur. They have been demanding a statement from Prime Minister Narendra Modi in Parliament before starting a discussion on the issue. The government has been insisting that Home Minister Amit Shah will speak on the issue and not the prime minister. "Atrocities against women are painful, no matter which state the victims belong to. It is the responsibility of the state to curb such incidents," the minister said. He said the government is keen on a discussion on the issue of atrocities on women, which are prevalent in states such as Rajasthan, Bihar, West Bengal an

Oppn MPs to hold protest in Parliament complex on Monday over Manipur issue

Amid the stalemate in Parliament over holding a debate on Manipur violence, MPs of various opposition parties have planned a protest on Monday near Mahatma Gandhi's statue in the Parliament complex to press for the prime minister's statement on the issue in both houses. Sources said leaders of various opposition parties who have now formed the INDIA alliance will meet in the chamber of Leader of Opposition in Rajya Sabha Mallikarjun Kharge and will discuss their further strategy in Parliament. After the meeting at 10 AM on Monday, July 24, the leaders will hold a protest near the Gandhi statue before entering both houses. The government has agreed to hold a short-duration discussion on the Manipur issue with the Home Minister replying to it, but the opposition is adamant on its demand for the prime minister's statement first, especially after a video of two women being paraded naked and assaulted in a Manipur village appeared on social media. Also, the opposition wants a debate ...

Will examine if Parl can abrogate constitutional principles for Delhi: SC

The Supreme Court has said a five-judge constitution bench will examine the "contours of the power" of Parliament to make law for Delhi and also if it can "abrogate the constitutional principles of governance" for the city dispensation by making a law to take away its control over services. Eight days after a constitution bench held that the Delhi government will have control over services, the Centre on May 19 promulgated an ordinance on the Delhi services matter by exercising its powers under Article 239-AA, a special provision in the Constitution pertaining to the national capital. The top court, which on Thursday referred to a constitution bench the Delhi government's plea challenging the ordinance, framed two legal questions in its 10-page order to be dealt by a larger bench on the ordinance which set off a fresh tussle between the two power centres. "We accordingly refer the following questions to a constitution bench: (i) What are the contours of the power of Parliament to ..

LS adjourned till 12 pm; Rajnath says ready for discussion on Manipur issue

The government is ready to hold a discussion on incidents in Manipur but the opposition is not serious about it, Defence Minister Rajnath Singh said on Friday in Lok Sabha which witnessed protests over the matter leading to adjournment of proceedings till 12 noon. As soon as the House met, the members of the opposition parties were on their feet. The members, including those from the Congress, DMK and Left, raised slogans and told Speaker Om Birla that Manipur is bleeding. The speaker told opposition members that sloganeering will not bring any solution to the problem but only dialogues and discussions can. This is not good. Solution can be found only through discussions, he said. As the opposition did not heed to his requests, Birla asked the Defence Minister to speak. Singh said the government is ready for a discussion on Manipur incidents. We are ready for a discussion... But I can see that the opposition is unnecessarily creating problems. Rajya Sabha adjourned till 2.30 pm after uproar over Manipur violence

Rajya Sabha proceedings were on Friday adjourned in the pre-lunch session after an uproar over the violence in Manipur and the Chair expunging words from House proceedings. Chairman Jagdeep Dhankhar adjourned proceedings till 2.30 pm as TMC's Derek O'Brien sought to raise a point of order over the expunging of certain words from the House proceedings on Thursday. The opening day of the Monsoon session of Parliament had witnessed heated exchanges over the ethnic violence in Manipur and a video of two women being paraded naked in the northeastern state. While the House proceedings were washed out in protests, Dhankhar had expunged references made by O'Brien seeking Prime Minister Narendra Modi's response to the situation in the state. On Friday, he sought to raise a point of order over the expunging of words. "Three words were expunged. Yesterday, (I had said) the prime minister should open his mouth on Manipur," he said, seeking to know if any of the words were not fit for ...

PM Modi should make elaborate statement on Manipur in Parliament: Kharge

Congress president Mallikarjun Kharge on Friday demanded that the prime minister make an elaborate statement in Parliament on the Manipur situation, saying he could have dismissed the state chief minister instead of making "false equivalence" with Congress governed states if he was angry over the matter. The Congress has demanded that Prime Minister Narendra Modi must make a statement in both houses of Parliament followed by a discussion on the situation in Manipur. Opposition parties have stepped up their attack on the government over the Manipur violence, especially after the video of two women being paraded naked and assaulted by a crowd in a Manipur village, went viral on social media. "Narendramodi ji, You did not make a statement inside Parliament, yesterday. If you were angry then instead of making false equivalence with Congress governed states, you could have first dismissed your Chief Minister Manipur," Kharge said on Twitter. BJP charges oppn with not allowing discussion on Manipur in parliament

Even though the government was ready for a discussion on Manipur, the opposition disrupted Parliament proceedings and did now allow the debate to take place, the BJP charged on Thursday as it questioned the timing of the surfacing of a May 4 video of two women being paraded naked in the northeastern state. The BJP said that a discussion on the situation in Manipur would have sent out a "meaningful and positive" message to the people of the violence-hit state but the opposition parties did not let it happen because they felt that incidents of "misbehavior" with women in Congress-ruled states as well as the violence during the West Bengal panchayat elections may also come up. The BJP's charge came after both Lok Sabha and Rajya Sabha were adjourned for the day on the first day of Monsoon session amid slogan shouting and demands for a discussion on the situation in strife-torn Manipur. Even outside Parliament, opposition parties, including the Congress, the Aam Aadmi Party and the ...
