Parliament on Monday approved a bill that allows the use of a birth certificate as a single document for admission to an educational institution, issuance of a driving licence, preparation of voter list, Aadhaar number, registration of marriage or appointment to a government job. The Registration of Births and Deaths (Amendment) Bill, 2023, piloted by Union Minister of State for Home Nityanand Rai, was cleared in the Rajya Sabha by voice vote. The Lok Sabha passed the bill on August 1. The legislation will also help create a national and state-level database of registered births and deaths which eventually would ensure efficient and transparent delivery of public services and social benefits and digital registration. In Delhi, there are 675 slum clusters in which around 15.5 lakh people are living, the Rajya Sabha was told on Monday. In a written reply to a question, Union Minister of State for Housing and Urban Affairs Kaushal Kishore said the Delhi Development Authority (DDA) has rehabilitated 8,379 people in 2022-23. "The DDA has informed that an amount of Rs 212.73 crore has been spent on rehabilitation of these 8,379 people, including slum clearance," the minister said. He also said the Delhi Urban Shelter Improvement Board (DUSIB) has informed that 1,297 people were rehabilitated in the last five years. "The Delhi Urban Shelter Improvement Board (DUSIB), Government of National Capital Territory of Delhi (GNCTD) has identified 675 Jhuggi Jhopdi (JJ) Bastis and as per list of these JJ Bastis, there are 30,6521 jhuggi units. The Parliament has witnessed 11 days of disruptions with the Opposition demanding a discussion on the Manipur violence with a statement from the prime minister in both houses. Rajya Sabha on Thursday passed a bill that replaces the existing legislation which governs the registration of print and publishing industry in the country. The Press and Registration of Periodicals Bill, 2023 was passed by a voice vote. Replying to the discussion on the bill, Information and Broadcasting Minister Anurag Thakur said this will lead to ease of doing business for media and publishing companies, simplify the process of registration and decriminalise several colonial-era penal provisions. He observed that the bill traverses the journey from bureaucratic burden to ease of doing business. "Those involved in terrorist activities or unlawful activities against the state will not be granted permission to start a paper or periodical," he said. The Rajya Sabha on Thursday passed the Advocates (Amendment) Bill, 2023, which aims to regulate the legal profession by a single Act and seeks to target "touts". The amendment would help to regulate the legal profession through a single Act, the Advocates Act, 1961, according to statement of objects and reasons of the legislation. Replying to a debate on the Bill in the Rajya Sabha, Union Law and Justice Minister Arjun Ram Meghwal said the legal profession is a noble profession and unlawful practices should be dealt with firmly. The Bill was passed by a voice vote, following which the House adjourned for the day. The Bill provides that every high court and district judge can frame and publish lists of touts (those who procure clients for legal practitioner in return for any payment). As per the provisions, such persons named in the list of touts will be excluded from entering the court premises. Any violation of this provision will entail punishment with imprisonment up to three .
