Sebi may allow employees to donate on social stock exchange: Buch

Sebi chairperson Madhabi Puri Buch on Thursday said the regulator's board will consider a proposal for allowing staff to donate money for causes through the social stock exchange (SSE). Speaking at an event to mark the listing of first five non-profits on the newly created SSE, Buch said Sebi personnel are not allowed to invest in securities right now and they need to be allowed to participate in the upliftment of the disadvantaged people. "We are actually going to the Sebi board tomorrow to take permission for Sebi staff to be able to buy zero-coupon, zero-principal bonds because we are not permitted to buy securities," she said, adding she is hopeful of the proposal going through. Five public sector lenders, including Bank of Maharashtra, IOB and UCO Bank are planning to reduce government stake to less than 75 per cent to comply with Sebi's minimum public shareholding (MPS) norms, Financial Services Secretary Vivek Joshi has said. Out of 12 public sector banks (PSBs), four were complying with MPS norms as on March 31, 2023. "As part of an ongoing effort, three more PSBs have complied with minimum 25 per cent public float during the current financial year. Remaining five PSBs have laid out action plans to meet MPS requirement," he told PTI in an interaction. Currently, government holding in Delhi-based Punjab & Sind Bank is 98.25 per cent. It is followed by Chennai-based Indian Overseas Bank at 96.38 per cent, UCO Bank 95.39 per cent, Central Bank of India 93.08 per cent, Bank of Maharashtra at 86.46 per cent. Sebi decides to repeal circulars related to private placement of securities

Sebi has decided to repeal certain circulars that provided relaxation in cases involving the allotment of securities through a private placement route. Under the Companies Act, 1956, the issuance of securities to 49 people was considered a private placement and the limit was increased to up to 200 under the Companies Act, 2013. In respect of cases under the Companies Act, 1956, involving the issuance of securities to more than 49 persons but up to 200 persons in a financial year, Sebi had said that companies may avoid penal action, subject to certain conditions. The conditions were that the entities had to "provide the investors with an option to surrender the securities and receive the refund amount at a price not less than the amount of subscription money paid along with 15 per cent interest p.a. thereon or such higher return as promised to the investors", as per the circular issued on Wednesday. Billionaire Anil Agarwal's Vedanta Ltd on Wednesday said it will appeal against Sebi levying Rs 77.6 crore penalty for delay in paying dividends to its erstwhile shareholder, Cairn Energy, saying the UK firm had given up its right to claim interest when it settled a retrospective tax demand with the government. Sebi had on Tuesday ordered Vedanta to pay Rs 77.62 crore to Scottish explorer Cairn and also barred the firm's entire board, including his brother Navin and daughter Priya, from accessing the capital market for the same. Sebi on Monday announced expanding the Qualified Stock Broker (QSB) framework that will bring more brokers under enhanced obligations, a move aimed at bolstering the trust of investors in the securities market. The decision will also help in strengthening the compliance culture among stock brokers. Now, the parameters of proprietary trading volumes, compliance and grievance redressal scores will also be taken into account while classifying stock brokers as QSBs, according to a circular. Sebi chairperson Madhabi Puri Buch on Monday said the capital markets regulator is seeing "signs" of price manipulation in the Small and Medium Enterprises (SME) segment. The manipulation is both at the Initial Public Offering (IPO) and also in trading, Buch said, advising caution to investors. "We do see the signs (of price manipulation), we have the technology to do it. We are able to see certain patterns. I'd say it is still on the kitchen table, it's not yet gone into the oven," Buch said, speaking to women journalists on the sidelines of a conference here.
