Lankan panel recommends no promotion, transfer of state officials accused in war-era disappearances

Sri Lankan officials accused in abductions and enforced disappearances during the country's brutal civil war against the LTTE should not be promoted or transferred till the final determination of such cases, a special panel has recommended. The Office of Missing Persons (OMP), which is tasked with determining the status of all persons who went "missing" during the war-era, also recommended interim measures to provide relief and reparation to the families affected by the disappearances of their loved ones. "In particular, ensure that suspected officials are not transferred, promoted or offered any other office in the armed forces, police or the public service while cases against them are pending," the OMP recommended in an interim report published Wednesday. The OMP came into force in February as the first steps toward reconciling the island nation's war-era past tracing about 20,000 people who went missing during 37 years of fighting for a separate Tamil state. Twin blasts turn regular Kabul wrestling session into massacre

The wrestling mats were spattered with blood, the sports bags and water bottles still strewn across the floor Thursday, hours after a double bombing ripped through the Maiwand sports club in Kabul, killing at least 26 people. A regular training session on Wednesday afternoon turned into a massacre when a suicide bomber shot dead a young, unarmed guard at the entrance before blowing himself up near the scores of wrestlers, some of whom were as young as 10. Youth Cong workers protests in Jaipur against fuel prices, unemployment

Youth Congress members on Thursday demonstrated in Jaipur over issues of inflation, corruption and unemployment and tried to march towards the Rajasthan assembly. "Unemployment in the state has risen and fuel prices are also skyrocketing, but the government is doing nothing. Therefore, we are holding this demonstration today," Congress MLA Ashok Chandna, who led the march, told reporters. Contributions to 'Bharat Ke Veer' exempted from income tax

All contributions to 'Bharat Ke Veer', a home ministry fund which aids families of paramilitary personnel who died fighting extremists, have been exempted from the income tax, Home Minister Rajnath Singh said Thursday. The trust was formed with film star Akshay Kumar and former national Badminton champion Pullela Gopichand, among others. "Ministry of finance @FinMinIndia has now given approval to @BharatKeVeer Trust under 80(G) which in effect means that all contributions to the trust will be exempted under the income tax. Insurgents killed 19 security personnel in separate assaults in Afghanistan, officials said Thursday, a day after twin bombings in Kabul killed 21 people, including two local TV reporters. Bharat Bandh: Security heightened in MP

One person was killed and 25 injured, some seriously, on Wednesday as Iraqi security forces opened fire on protesters as clashes broke out in the southern city of Basra, a day after six people were killed in demonstrations over poor public services. Pak could emerge as world's 5th largest nuclear weapons state: report

Pakistan currently has 140 to 150 nuclear warheads and the stockpile is expected to increase to 220 to 250 by 2025 if the current trend continues, according to a latest report by authors keeping a track of the country's nukes. The current estimate of 140 to 150 nuclear weapons exceeds the projection made by the US Defense Intelligence Agency in 1999 that Pakistan would have 60 to 80 warheads by 2020. "We estimate that the country's stockpile could more realistically grow to 220 to 250 warheads by 2025, if the current trend continues. ANP leader shot dead by gunmen in northwest Pak

Unidentified gunmen on Wednesday gunned down a leader of the liberal Awami National Party (ANP) and his nephew in Pakistan's restive northwest tribal region, police said. The unknown gunmen opened fire at the car of ANP leader Mohammad Ibrar Khalil in Tehkal area of Peshawar. Ibrar and his nephew Arshad succumbed to their injuries on way to a hospital, police said.
