Speculation is rife that the internal security division of the Union home ministry will be attached to the Prime Minister's Office under the new dispensation. But internal security doesn't cover only anti-terrorism activity or the law and order situation. It is responsible for various sensitive issues such as phone-tapping, gathering intelligence on political parties and collecting all possible details of the 1.2-billion-strong population and providing it to intelligence agencies on a real-time basis
