Gum Tayeng of the ruling Congress party was declared uncontested after her sole opponent, independent candidate Mulluku Tacho withdrew his nomination on Thursday, the last day for withdrawal, a communique from the Chief Electoral Officer said here on Friday.
Lower Dibang Valley District Deputy Commissioner Shiv Kumar, who is also the returning officer for the by-poll handed over the certificate of election to Gum.
The election was due on October 31.
The seat had fallen vacant following the death of sitting MLA Jomin Tayeng on May 8.
AICC president Sonia Gandhi had given ticket to Gum, wife of Jomin Tayeng for the bye-poll.
Welcoming party's unopposed victory, Chief Minister Nabam Tuki said that besides the sympathy wave for the candidate it was endorsement of the ruling party's numerous steps for all-round development of all sections of the society in the state.
In the 60-member state assembly, Congress with this victory has 55 MLAs, three BJP, one each belonging to People's Party of Arunachal and Independent member.
