Sibal told journalists that there were seven states where 70 per cent of India's illiterate people lived. When journalists asked him to name the states, Sibal decided to play coy. The journalists, he said, would play up the fact that Sibal gave them the information instead of focussing on the facts — “Aap likh denge ki Kapil Sibal ne kaha tha.”
