Bhubaneswar Development Authority (BDA) has issued show cause notices to at least 50 persons for cancellation of houses/plots/flats allotted under discretionary quota, official sources said.

"We have issued show cause notices to 50 persons in the first phase based on the decision of the State Cabinet. The beneficiaries are given 30 days time to show cause as to why allotment made under DQ shall not be cancelled," BDA vice-chairman Krishna Kumar told reporters here.

The State Cabinet, on the recommednation of a special task force report, had earlier decided to cancel allotments made by development agencies like BDA, CDA and Odisha State Housing Board (OSHB) from January 1, 1995 to July 31, 2014.

Kumar said the first phase notices were served to people who have availed single allotment under the quota. He said BDA would also serve show cause notices to beneficiaries who have transferred the allotted land to others.

To a question, Kumar said BDA will also take action against those who have availed multiple allotments under DQ. "There are 312 such cases in the first phase which have been handed over to the Vigilance for investigation. Action to be taken basing on the report of the vigilance," Kumar said.

In the show cause notices, BDA made it clear that if the allottees fail to reply within 30 days, it would be presumed that they have nothing to show cause and the matter would be decided on their own merits.

"In the show cause reply you may also state whether you would like to be heard in person so that you will be intimated for hearing on your show cause reply at a date to be specified later," the show cause notices mentioned.

Meanwhile, Chairman of the OSHB P K Deb said that they too have handed over 32 files to the vigilance department for probing alleged multiple-allotment done using fradulent documents. "The OSHB will soon issue show cause notices to the beneficiaries of the DQ," Deb said.
