In its 11th Annual Report for the year 2008-09, the Commission also suggested that the response to complaints should be promptly attended in case of cognisable offences.

"FIRs must be registered and copies should be made available to the complainant. Quarterly and annual reviews should be conducted by DCsP and Joint CP. The Commission also made suggestions for maintaining preventive vigilance," the report said.

It also expressed concern over "high level of public dissatisfaction on non-registration of FIRs" and rising number of instances involving inaction.

In its response, the Delhi Police informed the PGC that FIRs are registered without any delay, however, sometimes in complicated matters preliminary inquiry needed to avoid false implication of innocents.

The commission also suggested several measures to Deputy Commissioners of various districts with regard to several incidents.
