Framing of new manual for Tihar Jail not a 5-year project: HC to AAP govt

Expressing concern over the delay in the framing of a new jail manual, the High Court today told the that it was not a five-year project.

A bench of Acting and Justice C said the issue was related to improving the lives of prisoners, but the file regarding the new jail manual had been "moving from table to table" in the past one year.
