The government today appointed the Officers on Special Duty (OSDs) to four central ministers including Urban Development minister M Venkaiah Naidu.
Yadav Satya Kumar, a non-government official, has been appointed as OSD on contract basis to Naidu, said an order issued by the Department of Personnel and Training.
As per the rules, a clearance from Intelligence Bureau is mandatory for appointment of a private person as OSD to a Minister. Also, the Finance Ministry has to give its nod to create a post of OSD for such persons.

Earlier, Utsav Mitra was appointed as the OSD to the Union Power Minister Piyush Goyal. He was the first private person to be appointed as the OSD.
Naidu's OSD Kumar has been appointed for a period of four years or on co-terminus basis with the Minister's tenure, it said.
In another order, Govind Ram Jaiswal, an Uttarakhand government official, has been appointed as OSD to the Minister for Micro, Small and Medium Enterprises, Kalraj Mishra.
DPS Rajesh, deputy adviser in Telecom Regulatory Authority of India (TRAI) has been appointed as OSD to Upendra Kushwaha, the Minister of State for Rural Development, Panchayati Raj, Drinking Water and Sanitation.
S S Modi, a Central Secretariat Service (CSS) officer, has been appointed as OSD to Minister for Tribal Affairs Jual Oram.
