The Delhi High Court today said there has been "no progress" in the civic authorities' efforts to deal with the issue of waterlogging which occurs in South Extension-I area here every monsoon.

A bench of justices Badar Durrez Ahmed and Sanjeev Sachdeva made the observation while hearing a PIL initiated by it based on news reports of waterlogging of Kushak Nallah area of South Extension-I in South Delhi.

"Fact of the matter is, I have been seeing it (the case) for over a year and there has been no progress. Two monsoons had taken place during this period and there has been waterlogging every time," Justice Ahmed said.

Two residents of the area, Manjeet Singh Chugh and Ankush Vohra, meanwhile, told the court that Public Works Department (PWD) projects to extend the Barapullah flyover and covering of the drain has resulted in construction materials being heaped inside the 'nullah'.

They also said pillars of the flyover have been placed inside the drain which has resulted in obstruction of the flow of water there and would cause waterlogging of the area in the monsoon season and sought a stay on the project.

They also raised the issue of poor condition of the roads there saying they were constructed without using good material and sought registration of an FIR against the civic bodies.

They said that appointment of a local commissioner for one day to inspect the area would give the correct facts.

Thereafter, the court requested advocate Jayant Mehta to visit the area and submit a report with respect to the specific issue of waterlogging and drainage there.

It asked Chugh and Vohra to make arrangements to take pictures and videos of the area during the inspection by the lawyer.

The court had earlier said that Delhi government and civic bodies, including MCD and DJB, have failed to come up with any feasible plan to tackle the problem of waterlogging.
