France has proposed giving India a 1 billion euro credit line for sustainable and urban development in the country over the next three years, France Foreign Minister Laurent Fabius said here on Tuesday.

"France proposes a 1 billion euro credit line for sustainable infrastructure and urban development to India by the French Development Agency," Fabius said this on the second day of the two-day to meet the new government in India, while speaking at the "Sustainable Growth in Response to Climate Change: Indo-French Perspectives" event organised jointly by Confederation of Indian Industry (CII) and The Energy and Resources Institute (TERI).

Fabius also sought India's help in preparing the 2015 Paris Climate Conference. "I have come to Delhi to deepen the dialogue on climate change. We are here to understand India's problems and ideas related to it,? the French minister said.

Fabius also met union environment minister Prakash Javadekar before the deliberation and said that the talks were 'positive'. "We discussed the need for cooperation on the access to technology and finance between both the countries," Fabius said.

Talking on climate change, Fabius said, "Abrupt alteration in the earth's climate is wiping out the cause of development efforts. I am not talking of a distant future but it is already here."

Appreciating Prime Minister Narendra Modi for his environmental efforts as Gujarat chief minister, Fabius said, "Modi was actively involved in designing and promoting environment. France welcomes Modi's saffron revolution to promote solar energy which can provide electricity to 400 million Indians."
