Someone, after all, has to find the money to fight them. The Gandhi family, for a variety of reasons, centralised the operation. Mr Rao, first because of his weakness and then out of cynicism, decentralised it. He let a hundred crooks bloom and in doing so further distanced elemental morality from politics. Today, if his good deeds are forgotten and people are sniggering at him for being a char sau bees, like others who have similarly been disgraced Mr Rao should know who is to blame
