He has said all decisions on tenders and procurement proposals should be taken at the level of the telecom commission and the final approval of the minister may not be necessary, a government press release said. The vendor rating process started by the department of telecommunicationswill be followed, Verma said, and orders will be placed only on those with a minimum prescribed vendor rating.

The processing of tenders and decision-making will be time-bound, he said.

To provide adequate notice to prospective bidders so that they can gear up for participation in the forthcoming DoT tenders, the department has finalised in advance a schedule of tenders for 1996-97. This schedule will give the details of items to be procured and the tentative month of tenders.

 

Verma has told DoT to take steps in this direction with a view to steamline the process of tenders from the preparation of tender documents to the placement of orders. He also made it clear that only the price bids of only those bidders will be opened who have qualified the eligibility conditions of the tender.
