Pep Them Up

The Indian bureaucracy is one of the largest in the world. An Indian is affected in myriad ways by the bureaucracy from birth to death. It is a well known fact about human psychology that if one does not encourage superior performance by material and non-material rewards, nor have any deterrents for poor performance, then one gets a very low level of work output, both in terms of quality and quantity. Unfortunately, in most government jobs, the employees do not feel motivated enough because of lack of requisite incentives for good and disincentives for poor performance. The qualifications and intelligence of government employees can by and large be regarded as adequate. However, the motivational level is quite low, which affects their performance level.
The 5th Pay Commission advocates higher salaries and benefits for a large number of employees. This can be justified as government staff are paid much less than their counterparts in the private sector. This may help raise the level of both productivity and performance.
