Reliance Industries will use around 20 per cent of the total production of the proposed 15-million tonne refinery for its petrochemicals and polyester manufacturing complexes, while petroleum coke from the refinery will be used by the Jamnagar power project.
To implement the project, being undertaken by a separate company Reliance Petroleum, the company entered into an agreement with international engineering contractors Bechtel and world leaders in refinery technology UOP of the United States.
While Bechtel will provide technology, engineering, procurement, construction management and project management services for the refinery, UOP has agreed to provide basic engineering and licensing for the project.

To begin work, engineering contractor Bechtel has already deputed around 1,200 engineers for the project.
The basic and most of the detailed engineering has been completed and order for the equipment has been placed.
Once commissioned, the project will be the largest single stream grass root refinery in the world.
The group's telecom venture, Reliance Telecom, has been awarded eight licences for cellular mobile telephone service in seven circles and basic telephone service in one circle.
The licence for cellular mobile telephone service is valid for 15 years and can be extended for 10 years at a time.
The cellular mobile telephone service licence circle comprises mainly Assam, Bihar, Himachal Pradesh, Madhya Pradesh, North East, Orissa and West Bengal.
The company's cellular network hopes to cover half of each circle licenced to Reliance Telecom by the endof financial year 1998.
The total licence fee for 15 years for the basic telephone service licence for Gujarat circle amounts to Rs 3,396 crore ($946 million).
This is said to be one of the lowest rates per POP licence fee among the corporate circles.
The licence fee for all its cellular services circle will be Rs 340 crore ($95 million) over a 10-year period.
Reliance Industries Limited has made a foray into the power sector.
The company is now in the process of implementing three independent power projects with a total generating capacity of 1331 mw at Patalganga ( in Maharashtra), Bawana (New Delhi) and Jamnagar (Gujarat).
The company signed the power purchase agreement for Patalganga in fiscal 1996-97.
The company's refining and oil and gas ventures will provide fuel to the power generating stations.
