| Seven months after it was pulled up by the department of telecommunications for failing to install monitoring equipment for international long-distance (ILD) services , state-run BSNL has started the process to comply with the order. |
| All international long-distance operators have to install "lawful interception and monitoring equipment for ILD network" to adhere to licensing norms for security. |
| In November last year, the department had directed BSNL to install the equipment "without further delay and latest in 15 days, so as to avoid an embarrassing situation". |
| The equipment helps security agencies to legally monitor and electronically intercept data and voice. |
| BSNL has invited bids from operators to provide international private leased circuit (IPLC) equipment for its ILD network. But this is not the first time that BSNL has invited tenders for the purpose. |
| However, each time the company invited such bids, it was never able to go beyond the tender stage to choose a bidder. |
| "BSNL had not offered lawful interception monitoring equipment to be installed under its ILD licence so far. It may not be out of context to mention that BSNL is providing ILD service. Delay in provisioning of such equipment is not only against the licence agreement but even leaves a doubt on security," the DoT had said in a sternly-worded letter to BSNL CMD AK Sinha in November. |
| The monitoring equipment should be offered for inspection by the security agency without any further delay, it said. Installation is mandatory under ILD licence conditions and any move to avoid would be a violation of the terms and conditions of the licence. |
