The DMK government has devolved more funds and powers to the local bodies, demonstrating that decentralisation held the key to speedy execution of work in a democracy, Tamil Nadu Chief Minister M K Stalin said on Thursday. The state government has enhanced the project sanctioning powers of the village panchayats for upto Rs 5 lakhs (from Rs 2 lakh), upto Rs 50 lakh for district collectors and to Director, Rural Development and Panchayat Raj for projects for over Rs 50 lakh, at the village panchayat level, he said. Posting copies of the government notification dated December 6, on his twitter site, the Chief Minister said at the Panchayat union council level, the council has been empowered to sanction funds for upto Rs 25 lakh, from Rs 25 to 50 lakh the power has been vested with the district collectors while the Director, Rural Development and Panchayat Raj has been empowered to sanction more than Rs 50 lakh towards the cost of the work. Tamil Nadu's ruling DMK on Monday sought a review of the November 7 verdict of the Supreme Court which upheld 10 per cent reservation for the economically weaker sections (EWS) in educational institutions and government jobs that excluded the poor among the SC/ST/OBC categories, contending it "legitimises discrimination". It said there is an apparent error in the judgement as it directly overrules the landmark 1992 nine-judge Constitution bench verdict in the Indra Swahney versus Union of India case, popularly referred to as the Mandal verdict'. The DMK said all five judges on the Constitution bench which pronounced its verdict on November 7 upholding the EWS quota introduced in 2019, have answered that the 103rd Constitution Amendment cannot be said to breach the basic structure of the Constitution and therefore it overruled the 1992 judgement, which authoritatively pronounced that reservation cannot be granted on the basis of economic criteria. A special court here on Wednesday summoned DMK Lok Sabha MP A Raja to appear in person in connection with the disproportionate assets case. The case is related to the 2015 disproportionate assets case in which the Central Bureau of Investigation's (CBI) chargesheet indicted Raja, now representing the Nilgiris parliamentary constituency. As per the chargesheet filed against Raja in August 2022, as a Union minister in 2007 he had allegedly granted infrastructure status to a Gurugram-based real-estate firm to build a hotel in Kancheepuram district in exchange for money. The chargesheet alleged that the real-estate firm routed the payment of Rs 4.56 crore to Raja through a company named Kovai Shelters Private Limited belonging to a close aide of the former Union minister. Raja's relatives are also the directors of the firm. The CBI had charged him with amassing assets worth Rs 5.53 crore disproportionate to his known sources of income.
