Commerce and Industry Minister Suresh Prabhu has underlined a need to develop a proper matrix to understand changes in the Indian economy and job creation that is happening at a rapid pace. The minister's comments have come against the backdrop of former RBI Governor Raghuram Rajan recently raising doubts over the Indian economy growing at 7 per cent when not enough jobs were being created. In response, Prabhu said, "We have to have proper matrix to be developed to understand this changing profile of India's economy and in which job creation is happening at rapid rate." He said that the relation between employment generation to GDP (Gross Domestic Product) will always undergo a change depending upon the profile of the economy. The All India Trade Union Congress (AITUC) Saturday alleged that a deliberate attempt is being made to wind up BSNL and a bleak picture of its financial health has been painted. The trade union in a statement said that a deliberate leak seems to be doing the rounds of the media, painting a bleak picture of the financial health of BSNL. It further said that Bharat Sanchar Nigam Limited (BSNL) was 'unable to pay' recently even the salaries of the employees for two months, and it is made to look as if overstaffing is the key problem that needs to be corrected through voluntary retirement scheme (VRS), compulsory retirement scheme (CRS), reducing the age of retirement etc. The AITUC condemns the "deliberate and slow killing of various branches of public sector, BSNL being only one instance", the union alleged. The BSNL Employees Union Thursday opposed the government's proposal to implement a voluntary retirement scheme, alleging that it is a strategy to reduce the PSU's workforce before handing it over to a private player. The union in a statement alleged step-motherly attitude of the government towards BSNL as the company has not been allocated 4G spectrum required for the its business growth. It said that telecom minister Manoj Sinha had given assurance in January 2018 that BSNL would be allotted spectrum for 4G services but it is pending till date. According to sources, the Department of Telecom had floated a cabinet note for allocation of spectrum for 4G services to BSNL but Finance Ministry raised questions on the business viability of such proposal. The telecom ministry will seek approval from the Election Commission to move its Cabinet proposal offering VRS for MTNL and BSNL employees, an official source said Wednesday. The Department of Telecom (DoT) is preparing a Cabinet note recommending voluntary retirement scheme (VRS) for BSNL and MTNL employees above 50 years of age. "The DoT is preparing a Cabinet note for seeking its approval to grant VRS to BSNL and MTNL employees. The Department is going to immediately approach Election Commission for its nod to approach the Cabinet," a government official told reporters. BSNL has 1.76 lakh employees across India and MTNL has 22,000. It is estimated that 16,000 MTNL employees and 50 per cent of BSNL staff will retire in the next 5-6 years. The VRS for BSNL and MTNL could have a revenue impact of Rs 6,365 crore and Rs 2,120 crore, respectively. The DoT plans to fund the VRS through issue of 10-year bond.
