Regularising of illegal structures will result in a time bomb: Delhi HC

The Delhi High Court said today that with the AAP government "pushing for" regularising illegal constructions and the civic bodies allowing such buildings to remain in place by charging a compounding fee, it would result in creating a "time bomb". "The municipal corporations may be compounding, but you (Delhi government) are pushing for regularising illegal constructions. By regularising all these illegalities, what you will get is a time bomb," the high court said. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar also said that there appeared to be a "nexus" between the Delhi government and the corporations with regard to securing the illegal constructions. The observations came during hearing on a batch of PILs seeking prevention of bonded labour, especially of children, and the implementation of schemes meant for rehabilitation of victims of this practice. Kathua effect: J&K Cabinet nod to ordinance for death penalty to those guilty of raping children

The Jammu and Kashmir government today approved an ordinance providing death penalty for the rape of children below 12 while also shifting the 'burden of proof' on the accused in such cases, a development that comes in the wake of outrage over the Kathua rape and murder case. The state government, which issued a second ordinance to make the trial victim-friendly, has also added provisions to ensure a time-bound probe and fast track trial in cases of such crimes, a minister said. Only last week, the Centre had brought an ordinance to amend the Protection of Children From Sexual Offences (POCSO) Act. HC may order FIR against Tihar Jail officials for assault of inmates

The Delhi High Court today indicated that it might direct lodging of FIR against the prison officials who had allegedly subjected several prisoners to severe physical torture at the Tihar Jail. A bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar orally said that it might ask for lodging of a criminal case against the people responsible in jail for the violence and listed the matter for May 15. Delhi government standing counsel (criminal) Rahul Mehra, however, urged the court not to pass such an order, saying that there were around 15,000 prisoners in jail and such a direction would demoralise the police force. Toronto Van Attack: Accused charged with murder

Two men thwart attempt to rob cash van; shot at by accused in Rohini

Two men were today shot at allegedly by unidentified assailants, who wanted to rob a cash van in the Metro Vihar area of Rohini, but their attempt was thwarted by the victims, police said. The van of CMS company had stopped outside an ATM in Holambi Kalan village to replenish it with cash. While the cashier, Baran Singh, went inside the ATM, the security guard, Tara Chand, stood beside him, police said. At that point, two bike-borne men, wearing helmets, came there. They first fired at Chand, who sustained a bullet injury in his leg. He also fired in retaliation. Seeing the accused, the cashier downed the shutter of the ATM in order to save himself. Human life worth more than right to employment: HC

"Human life is worth much more than the right to employment," the Delhi High Court said today while referring to a 2013 incident of fire in a shoe factory in Mangolpuri which killed three young men and a minor boy, and injured a workman. The observation by a bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar came during the hearing of a PIL seeking compensation for the victims from the authorities for their failure to stop functioning of such illegally operating units. The Delhi government, represented by its counsel Ramesh Singh, told the court that there is a 2011 policy which provides for compensation of Rs 2 lakh for an adult's death, Rs 1 lakh for a minor's death and Rs 50,000 for serious injuries as a result of such incidents. The court, however, observed that with the passage of time the compensation policy also needed revision and asked the Delhi government to have a re-look at it. Man arrested for killing neighbour over parking in south east Delhi

A man has been arrested for allegedly killing his neighbour in a parking dispute in the Dwarka area last week, police said today. A call was received by police about a quarrel over parking between two families in Gauram Puri in south east Delhi on April 18. The two sides, including the family of a local Ashok and his neighbour Anil and Nitin, were fighting over parking a scooty, they said. In the fight, Anil received head injuries and was taken to a hospital. Nitin, his brother Mithun and their nephew Vishal attacked Ashok with a knife and he was taken to Apollo hospital, where he was declared dead, said Bhisham Singh, DCP (Crime Branch). Man arrested for killing father-in-law in east Delhi

A man, who allegedly killed his father-in-law to teach a lesson to his estranged wife, has been arrested here, the police said today. On Sunday, 55-year-old Prabhu Dayal was stabbed to death at his residence in east Delhi's Pandav Nagar. Dayal's son found him lying in a pool of blood, after which he was taken to a hospital, where he was declared brought dead, a police officer said. The accused, Neeraj, who had fled the spot, was arrested from the area yesterday. The knife Neeraj allegedly used to kill Dayal was also recovered, said Pankaj Singh, Deputy Commissioner of Police (East). Kathua court denies bail to juvenile accused in rape and murder case

A Kathua court today dismissed the bail plea of an alleged juvenile offender, detained in the rape and murder case of an eight-year-old girl here. The bail application of the underage accused was turned down by Kathua Chief Judicial Magistrate A S Langeh, the local lawyers said. The Madras High Court today said the HRD Ministry can go ahead with the process of selection of faculty to IITs, but made it clear that it would be subject to the result of a writ appeal filed before it in the above connection. HC stays arrest of Chhota Rajan's brother till June 11 in rape case

The Bombay High Court today granted interim relief from arrest till June 11 to Deepak Nikalje, brother of gangster Chhota Rajan, in a rape case. A 22-year-old woman had lodged a complaint against Nikalje last month accusing him of rape, sexual harassment, cheating, causing miscarriage and criminal breach of trust. Nikalje moved the high court yesterday seeking anticipatory bail after the lower court rejected his plea. Justice P N Deshmukh today posted the petition for hearing on June 11 and said the applicant would not be arrested until then. The court, however, prohibited Nikalje from entering Navi Mumbai as the woman stays there. According to the complaint, the woman met Nikalje (51) four years ago seeking financial help for her education. She alleged that after initially providing some help, Nikalje started exploiting her on the pretext of marriage.

At least 12 children hospitalized after multi-vehicle crash

Police say at least 12 children have been hospitalized, one in critical condition, after a school bus crashed during a multi-vehicle accident. Police say two toddlers were hospitalized in serious condition after the car they were riding in was struck Monday afternoon by a car whose 23-year-old driver lost control after passing another vehicle. Police say the car the children were in then struck the school bus, causing it to spin into another car. The driver of the children's car was hospitalized in serious condition. Some 20 students on a bus serving Pleasant Hill Academy were treated at Cincinnati Children's hospital. A 12-year-old girl was critically injured and the bus driver was hospitalized in fair condition. Police blame excessive speed and say charges are pending against the passing driver.

Girl critical after being 'raped' by juvenile

A 13-year-old girl is in a critical condition after she was allegedly raped and beaten by a 16-year-old juvenile in Uttar Pradesh's Kanpur Dehat district, the police said today. The accused, a neighbour, allegedly committed the crime in the presence of his sister in Shivli town on Sunday, said Ratan Kant Pandey, Kanpur Dehat deputy inspector general (DIG). The juvenile, along with his father and mother, also allegedly beat up the girl, leaving her seriously injured. They threatened her of dire consequences if she dared to speak up, before letting her go home, Pandey said. The girl was admitted to a district hospital, from where she was shifted to Lala Lajpat Rai Hospital here. Her condition is said to be critical, the DIG said. The victim, however, narrated the incident to her family, who reported it to Shivli police station yesterday, the officer said.
