Noida gangrape: Juvenile convicted, sent to 3 yrs in reform home

A Juvenile Justice Board (JJB) today convicted a man, who was minor when he had gangraped a 24-year-old MBA student in 2009, and sent him to a reformation home of three years for his rehabilitation. JJB presiding magistrate Arul Verma said the presence of the man, who was over 17 years of age at the time of the offence, at the scene of the occurrence has been established by overwhelming evidence and the witnesses have correctly identified him before the court. The board, which sent the man into protective custody in a reform home at Majnu Ka Tilla here for the maximum period of three years, allowed his plea to suspend the sentence for a month to enable him to file an appeal against the judgement. It is pertinent to mention that a trial court had last year acquitted nine other adult accused in the case on the grounds that the identity of the real culprits could not be proved. SC asks Centre to apprise it about Haj quota seats, their availability

The Supreme Court today asked the Centre to apprise it by tomorrow about the total allocation of Haj quota seats and the vacancies if any on a plea of the Kerala Haj Committee alleging that the policy to grant state-wise quota for Haj pilgrims was discriminatory. A bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud asked Additional Solicitor General (ASG) Pinky Anand, representing the Centre, to file an affidavit by tomorrow giving details of the total Haj quota seats and the figure of such seats which are yet to be allocated. During the hearing, the ASG said the Union of India had been allowed by the Saudi Arabian government to send 1.75 lakh Haj pilgrims every year and the Centre and the Central Haj Committee, in consultation with the state Haj panels, have devised a mechanism to distribute the quota on the basis of the Muslim population in each state. Out of 1.75 lakh Haj seats, 1.25 lakh seats are distributed by the state Haj committees .

Over 29K cases of crime against women in Assam in 2 yrs: Govt

The Assam government today said 29,223 incidents of violence against women were reported from various parts of the state in the past two years. In a written reply to a query by Congress MLA Nandita Das, Parliamentary Affairs Minister Chandra Mohan Patowary told the Assembly that 8,771 cases of physical assault, 1,552 rapes and 4,794 incidents of kidnapping were registered with the police in the fiscal 2016-17. Replying on behalf of Chief Minister Sarbananda Sonowal, who also holds the Home portfolio, Patowary told the House that in the current financial year, till January 6, complaints have been filed for 8,335 physical assault cases, 1,457 rape incidents and 4,314 kidnappings. Altogether 1,786 people have been arrested in the 3,009 rape cases filed since April 2016, Patowary said. "During this period, nine women died due to rapes. Demonetised currency worth Rs 1.05 cr seized in Haryana

Punjab Police today claimed to have seized demonetized currency worth Rs 1.05 crore from two residents of Haryana's Fatehabad. The demonetized currency was recovered from the possession of Ravinder and Kapil , during a checking at Landran-Kharar road in Mohali, Superintendent of Police, Mohali, H S Atwal, said. A case under relevant sections of the IPC has been registered against them, he said. The Income Tax department and Enforcement Directorate have been apprised of the recovery of the demonetized currency for further investigation. Police said a case was already registered against Ravinder in connection with a robbery bid at a private bank in Jaipur.

CBI, ED probe Rs, 3695 scam involving Rotomac promoters

Rotomac pen promoter Vikram Kothari faced heat of central agencies after the CBI as well as the ED registered separate cases against him and his company for allegedly swindling of Rs 3,695 crore from seven banks from 2008. The CBI registered a case after receiving a complaint from Bank of Baroda against Kanpur-based Rotomac Global Pvt Limited, its director Vikram Kothari, his wife Sadhana Kothari, and son Rahul Kothari and unidentified bank officials. Initially, the alleged scam was estimated to be of Rs 800 crore but after the CBI started to probe into the accounts of the company, it was found that the company had allegedly taken loans from Bank of India, Bank of Maharashtra, Indian Overseas Bank, Union Bank of India, Allahabad Bank and Oriental Bank of Commerce were taken. Shambhu Lal Raigar makes videos from jail, claims threat to Life

Two videos purportedly shot by Shambhu Lal Raigar, an accused in a murder case, from inside a jail here have gone viral, wherein he claims threat to his life from an inmate and justifies his killing of a labourer from West Bengal over "love jihad". Raigar, who is lodged in the Central Jail here after he hacked and burnt to death Mohammad Afrazul from West Bengal in December last year, named the inmate as Vasudev, an accused in the NDPS Act. Vasudev hails from West Bengal, claimed Raigar. In one of the videos, Raigar claims that the issue of "love jihad" has become "serious" and accuses the West Bengal government of not doing enough about it. Police arrest 5 who killed orangutan in Borneo with air gun

Indonesian police say they have arrested four men and a boy who shot a critically endangered orangutan at least 130 times with an air gun. Villagers spotted the wounded orangutan in a lake in the East Kutai district of East Kalimantan province on Borneo two weeks ago. It died days later. Local police chief detective Yuliansyah said police arrested four members of a family, including a 13-year-old boy, and a neighbour last week. He said the suspects admitted they shot, stabbed and clubbed the great ape, which they considered a pest because it ruined the family's pineapple plantation. Yuliansyah, who goes by a single name, said the boy will continue to attend school while the case is underway. The adults face up to five years in prison.

Sebi lifts curbs on Sanco Industries

Markets regulator Sebi has lifted the curbs imposed on Sanco Industries, which was among the suspected shell companies, after finding no prima facie evidence of misrepresentation of of financials by the company. "... I do not find any prima facie evidence nor suspicion of misrepresentation of financials/ business by the company (Sanco Industries), misuse of books of accounts/ funds of the company or violation of LODR (Listing Obligations and Disclosure Requirements) Regulations," Sebi Whole Time Member Madhabi Puri Buch said in an order dated February 15. Buch also said that she is of the considered view that the actions envisaged in Sebi's letter dated August 7, 2017 against Sanco Industries are "liable to be revoked". 5-day cease work by Cal HC lawyers begin

A five-day ceasework by lawyers of the Calcutta High Court began today to press for appointment to vacant posts of judges in the court where the working strength has dwindled to 30 against a sanctioned strength of 72. The corridors of the sprawling high court building bore a deserted look as the lawyers stayed away even as the judges sat in the court in the morning. Petitions were called for hearing in the almost vacant court rooms, but with no lawyer appearing for any of the parties the judges later rose to go to their chambers. Some litigants, who had not got information regarding the strike, came to the court in the morning as their petitions were scheduled for hearing today. HC notice to Centre on a plea against CrPC section on premature release

The Madras High Courttoday issued a notice to the Centre on a plea by Rajiv Gandhi assassination case life convict S Nalini challenging the constitutionality of a CrPC section that mandates consultation with the Centre on premature release of prisoners in cases handled by central agencies. Challenging section 435 (1) (a) of the CrPC, Nalini contended that there cannot be two different treatments for a single class of life convicts when it comes to their premature release. Section 435 (1) (a) mandates the state government to consult the Centre to remit or commute a sentence in any case investigated by central agencies. Iraq to deport suspected French jihadist who served sentence

An Iraqi court ordered the release and deportation of a suspected French jihadist sentenced today to seven months in prison for entering the country illegally, saying she had already served her time. Melina Bougedir, 27, was arrested last summer in former Islamic State group stronghold Mosul with her four children, three of whom have been repatriated to France. Wearing a black dress and purple headscarf, she entered the courtroom holding her other child, a boy with blond hair. Speaking in Arabic, she said that she had been a housewife in Mosul. "I entered Syria with my French passport but Daesh (IS) took it from me. I stayed in Syria for four days and then came to Mosul with my husband and four children". She said that her French husband Maximilien, whom she said had been a cook for IS, was killed as Iraqi forces battled to oust the jihadist group from Mosul, which was recaptured last July. Max case: DMC disciplinary panel hearing in early March

The disciplinary committee of the Delhi Medical Council (DMC) has decided to hear the Max hospital twin baby case early next month, a senior official said today. The case pertains to a baby boy being wrongly declared dead after his birth on November 30 by the upscale private hospital in Shalimar Bagh. The other twin, a girl, was still-born. The infant boy died a week later at a nursing home in Pitampura. "The case came up for hearing on February 16, but the complainant was not present. So, we have moved the date. We want all parties to be present when the hearing takes place," DMC Registrar Girish Tyagi told PTI. Rotomac bank fraud: CBI files FIR in scam worth Rs 3,695 cr

The CBI has registered a case against Rotomac pen promoter Vikram Kothari and his family in connection with a case related to the alleged swindling of Rs 3,695 crore of bank loan funds, officials said here today. The scam was earlier estimated at around Rs 800 crore. The case against Kanpur-based Rotomac Global Pvt Limited, its director Vikram Kothari, his wife Sadhana Kothari, and son Rahul Kothari and unidentified bank officials was filed on a complaint received from Bank of Baroda, they said. The agency searched three locations in Kanpur, including Kothari's residence and office premises. There have been no arrests in the case yet, CBI spokesperson Abhishek Dayal categorically said. B'desh HC directs to end trial of 139 undertrial prisoners

The High Court of Bangladesh on Monday directed concerned trial courts to finish the case proceedings by August 31, against 139 undertrial prisoners, lodged in 68 jails across the country for more than seven years.On failing to finish the cases by due date, the lower courts will have to submit the reports on the progress of the trial proceedings to the Supreme Court monitoring committee.The High Court ordered the respective investigation officers (IOs) to ensure the presence of the witnesses to the lower courts for settling the cases, and also directed government authorities to take departmental actions against the IOs failing to discharge this duty.The HC also directed the deputy commissioners and superintendents of police across the country to provide necessary assistance in finishing the trial proceedings.The order was issued on a suo moto (voluntary) move by the HC bench of Justices M Enayetur Rahim and Shahidul Karim, on the prayer of Supreme Court Legal Aid Committee panel ...

ED files money laundering case against Rotomac pens' promoters

After the CBI, the Enforcement Directorate (ED) has registered a money laundering case against the promoter of Rotomac pens, Vikram Kothari, and his family members in connection with an alleged bank loan fraud of Rs 3,695 crore, officials said today. They added that the agency had lodged the case under the Prevention of Money Laundering Act (PMLA), after studying the CBI FIR that was registered yesterday. The ED, the officials said, would probe if the funds obtained through the alleged fraud were laundered and if the proceeds of the crime were subsequently used by the accused to create illegal assets and black money. Delhi HC directs Centre to fill NCPCR vacancies

The Delhi High Court on Monday directed Centre to take serious note in filling up the vacancies of the National Commission for Protection of Child Rights (NCPCR).The court directed to fill up the Commission within ninety days from today.The direction was passed while hearing the Public Interest Litigation (PIL) filed by a Supreme Court lawyer.The bench noted the fact that NCPCR is a 'statutory body' that deals with highly important aspects related to the children and an earlier order passed by the Supreme Court in the PIL to make the NCPCR fully functional.The entire NCPCR will become a non-entity in September this year as the chairperson and other members are going to demit office after completing their tenure.Whereas, the counsel appearing for the Ministry of Women and Child Development sought more time to fill up the vacancies. Spell out steps to prevent drowning in water bodies: HC to TN govt

The Madras High Court today directed the Tamil Nadu government to submit a status report on the measures being taken to prevent accidental death by drowning in water bodies in the state. The first bench comprising Chief Justice Indira Banerjee and Justice Abdul Quddhose gave the direction on the public interest litigation (PIL) by P Kotteeswari and posted the matter for further hearing to April 2. The petitioner sought a direction to the state government to prevent accidental death by drowning in water bodies like lakes, ponds, creeks, beaches and rivers by displaying danger signs. When the matter came up, the bench said the state government may consider erection of watch towers at resorts and beaches and also consider engaging expert swimmers to be posted as guards in coastal areas.
