Government think tank Niti Aayog has invited expressions of interest (EoI) for undertaking research on India Innovation Index. The index is envisaged to encourage states/UTs to examine and improve their innovation environment and performance, which could further lead to improvement in India's overall innovation performance. It is designed as a holistic tool which can be used by policymakers across the country to identify the challenges to be addressed and the strengths to leverage when designing the economic growth policies for their regions. The India Innovation Index is calculated as the average of the scores of factors under 'Enablers' and 'Performance'. NITI Aayog member Arvind Virmani has made a case for simplification of the whole system of business taxation as has been done in case of personal tax, saying faceless assessment may not work in all the cases. Virmani further said that he is hearing from large corporations that faceless assessment sometimes can mean a kind of ignorance, because business by itself requires judgments of every expenditure. "Business taxation is inherently problematic. And sometimes you need to explain it," he told PTI. Virmani noted that business taxation for business doesn't mean only corporate tax, it also means the business elements of personal taxation. "So, you can have a faceless assessment, it may work for 80 per cent cases but it may create more problems for 10 per cent. The Union Housing and Urban Affairs Ministry has set up a 14-member committee headed by former NITI Aayog CEO Amitabh Kant to examine issues related to stalled real estate projects and recommend various ways for their completion. According to an order issued by the ministry on March 31, the committee will submit its report within six months from the date of its first meeting. The 14-member panel will deliberate on the issues of legacy stalled projects and suggest ways to complete and hand over these projects to homebuyers in a time-bound manner, the order states. The Central Advisory Council chaired by Union Housing and Urban Affairs Minister Hardeep Singh Puri had decided on forming such a committee about a year ago. India needs to form Green Hydrogen Corridors and governments can look at providing grants to startups as well as support entrepreneurs to promote green hydrogen, NITI Aayog said on Wednesday. In a report titled 'Harnessing Green Hydrogen - Opportunities for Deep Decarbonisation in India', the Aayog also suggested that there is a need to facilitate investment through demand aggregation and dollar-based bidding for green hydrogen. "Three hydrogen corridors should be developed across the country based on state grand challenges ... The governments can provide grants and loans to startups and projects, support entrepreneurs through incubators and investor networks, and put in place regulations that manage first-mover risks, " the report said. The government can also use public procurement and purchase incentives (for green hydrogen) to create demand in niche markets and crowd in private investment, it added.
