The Union Health Ministry has undertaken various measures in collaboration with the Indian Computer Emergency Response Team (CERT-In) to ensure data security and protect the privacy of patients from cyber threats, the Lok Sabha was told on Friday. Advisories issued by the CERT-In are disseminated to all authorised medical care entities and service providers in the country for compliance, Minister of State for Health S P Singh Baghel said in a written reply in the Lower House. These include advisories on the latest cyber threats or vulnerabilities and countermeasures, guidelines on information security practices for government entities and specifically for health, data and network security and identity and access management, application security, third-party outsourcing, hardening procedures, security monitoring, incident management and security auditing, he said. Senior CPI(M) leader Brinda Karat on Thursday alleged that the Forest (Conservation) Amendment Bill 2023 was passed without any discussion in Parliament with an aim to give exemptions and benefits to corporates. Karat was here to participate in a condolence meet of Subhash Munda, a CPI (M) leader, who was recently shot dead by unidentified criminals at his office in Ranchi. A parliamentary committee on Thursday asked the government to explore the possibility of bringing a law to govern the recruitment of 'Agniveers' in the country's armed forces. It also suggested reservation or preference for Agniveers in other government jobs to prevent any kind of "disaffection" among them. Under the Agnipath scheme, selected candidates are enrolled as Agniveers in the Indian armed forces for a period of four years. The Department-related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, in its latest report, said it enquired about the Agnipath scheme and suggested "that they may explore the possibility of bringing an Act to govern recruitment under this scheme". The panel said after serving four years on the job, 75 per cent of the soldiers will be discharged from their services and only 25 per cent would be inducted into the armed forces, as per the extant rules. The opposition alliance INDIA will not attend the meeting called by Rajya Sabha Chairman Jagdeep Dhankhar on Thursday afternoon to end the logjam in the House over the Manipur issue, sources said. The opposition believes that a statement by Prime Minister Narendra Modi and a comprehensive discussion on Manipur, which has been roiled by months-long ethnic violence, are non-negotiable, they said. Dhankhar has invited floor leaders of all parties for the meeting in an effort to end the impasse in Rajya Sabha. Proceedings in the Upper House have been disrupted as opposition parties are demanding a discussion on the situation in Manipur under Rule 267, which allows for suspension of the listed business for the day to discuss an issue. Karnataka Chief Minister Siddaramaiah on Thursday met Prime Minister Narendra Modi in New Delhi. This was his first meeting with the PM, after the Congress came to power in the state under his leadership, following Assembly polls in May. According to the Chief Minister's office, Siddaramaiah met Modi at the Parliament building and held discussions. He also met Finance Minister Nirmala Sitharaman and Defence Minister Rajnath Singh, it said. Congress leader Manish Tewari on Thursday asked how the Digital Data Protection Bill can be classified as a financial bill, and said it should be considered as a regular bill. The bill should again go to a Joint Parliamentary Committee, he said. The bill aims to make entities like internet companies, mobile apps, and business houses more accountable and answerable about collection, storage and processing of the data of citizens as part of Right to Privacy. "How Did the Digital Data Protection Bill get classified as a Financial Bill suddenly," he asked. "It needs to be considered as a regular bill and go to a JPC again," Tewari stressed. "If this bill on passage is certified as a money bill by Lok Sabha Speaker Om Birla which seems to be the intent of getting it classed as a Financial Bill then Rajya Sabha can not vote on it. Parliament on Wednesday passed a bill which seeks to promote ease of business by decriminalising minor offences through amendments in 183 provisions of 42 Acts. The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed by Rajya Sabha by a voice vote. Lok Sabha had cleared the legislation on July 27. Minister of Commerce and Industry Piyush Goyal said the bill will promote the ease of doing business by decriminalising a number of provisions. The bill converts several fines to penalties, meaning that court prosecution is not necessary to administer punishments. It also removes imprisonment as a punishment for many offences. The bill also seeks to remove all offences under the Post Office Act, 1898.
Vice President Jagdeep Dhankhar on Wednesday met Leader of Opposition Mallikarjun Kharge and NCP leader Sharad Pawar in his chamber at Parliament in a bid to break the deadlock in the house over the Manipur issue. While Dhankhar, who is also Rajya Sabha Chairman, has allowed a discussion on the issue of violence in Manipur allowing notices of some members under rule 176, the opposition has been firm in its demand that the discussion be held under rule 267 which entails suspension of all other business and the prime minister issues a statement. Opposition bloc INDIA on Wednesday submitted a memorandum to President Droupadi Murmu over their demand for Prime Minister Narendra Modi's statement in Parliament on the Manipur issue. They also demanded that the prime minister visit the strife-torn state to restore peace.
