FinMin asks banks, insurance firms to expedite public grievances resolution

The Finance Ministry on Wednesday urged public sector banks (PSBs) and insurance companies to expedite the resolution of public grievances. A meeting chaired by Financial Services Secretary M Nagaraju was held in which complainants, PSBs, public sector insurance companies (PSICs) and regulators participated. The meeting, aimed to assess the quality of grievance redressal, reviewed 20 randomly selected public grievances resolved by PSBs and insurance companies to assess resolution quality, the finance ministry said in a statement. At the outset, the Secretary reiterated the Prime Minister's direction given in the Pragati meeting held on December 26, that all the Senior officers at the level of Chairman/ MD/ ED of PSBs/PSICs should review at least 20 cases to monitor quality of resolution of the resolved grievances every month. Chief Minister Yogi Adityanath has issued directives to officials, emphasising that there must be no delay, or negligence, in addressing public grievances and assisting victims under any circumstances. Centre decreases public grievances redressal time from 30 to 21 days

The Centre has reduced redressal time of public grievances, raised on a dedicated portal, to 21 days, from the existing 30 days. In an order mentioning revised guidelines, it has suggested appointment of dedicated officers to handle complaints besides emphasising "whole of the government approach. "This means that in no case grievance shall be closed by stating 'Does not pertain to this Ministry/Department/ Office' or its equivalent language. Efforts shall be made to transfer the same to the right authority if the subject of the grievance does not pertain to the receiving Ministry," said the order issued by the Department of Administrative Reforms and Public Grievances (DARPG). In the ministries/departments where a large number of public grievances are received, it is advised to appoint a dedicated nodal officer with independent charge on sufficient rank so as to ensure timely and qualitative disposal of public grievances, it said. India's centralised public grievance redressal system has been recognised as best in practice across the Commonwealth following a meeting of top civil servants from the 56 member countries this week. The Centre received 19.45 lakh public grievances between January and November this year on the Centralised Public Grievance Redressal and Monitoring System (CPGRAMS), the Lok Sabha was informed on Wednesday. The CPGRAMS is a web-based portal where citizens can file their grievances pertaining to the ministries and departments of government of India or states/UTs. "CPGRAMS receives about 20 lakh grievances on average every year from the public. In the year 2023, CPGRAMS portal has received 19.45 lakh citizen grievances (up to November 30) and about 19.60 lakh grievances, including backlog grievances, have been disposed of," Union Minister Jitendra Singh said in a written reply. Meta to support project for using Gen AI in consumer grievance redressal

Social network major Meta on Tuesday said it will support a National Law School of India University's research project for using generative AI technologies to enhance efficiency in consumer grievance redressal system. The research initiative will explore the feasibility of leveraging Llama 2, Meta's openly available large language model (LLM), in creating a citizen-centric chatbot and a decision-assist tool in the area of consumer law, to guide consumers on the procedural aspects of drafting a complaint and answering questions relating to consumer law in India, the company said in a statement. Sebi notifies rules to strengthen investor grievance redressal mechanism

Capital market regulator Sebi has notified rules to strengthen investor grievance redressal mechanism wherein complaints will have to be addressed by the entities concerned within 21 days. The new rules also come against the backdrop of increasing participation of investors in the securities markets. Now, merchant bankers, debenture trustees, registrar to an issue, share transfer agent and a know your client registration agency will redress investor grievances within 21 days, according to a notification issued on Thursday. The rules will also be applicable to portfolio managers, investment advisers and research analysts. Sebi can also recognise a body corporate for handling and monitoring the grievance redressal process within the stipulated time. 69,523 grievances redressed in July, Sikkim tops N East complaint disposal

As many as 69,523 public grievances have been redressed by different states in July, with Sikkim being the topper in disposing maximum number of complaints in the north east, an official statement issued on Wednesday said. Sikkim is followed by Assam and Arunachal Pradesh, it said. The ranking has been released by the Department of Administrative Reforms and Public Grievances (DARPG) in its 12th monthly report of Centralised Public Grievance Redressal and Monitoring System (CPGRAMS) for states for July, 2023. The CPGRAMS allows raising of public grievances online. The DARPG ranks states/Union Territories across four categories, i.e. north eastern states, Union Territories, with two other categories for states being bifurcated based on the number of receipt of grievances. Sebi seeks to revamp investor grievance redressal process to strengthen it

Capital markets regulator Sebi on Friday came out with a proposal to strengthen the investor grievance handling process through the SCORES system and integrate the same with the online dispute resolution mechanism. In addition, the regulator is looking to review the qualified institutional buyer (QIB) status of alternative investment funds (AIFs), venture capital funds (VCFs) and foreign venture capital investors (FVCIs). The Securities and Exchange Board of India (Sebi) has sought comments from public on the proposals pertaining to QIB status by June 1 and investor grievance mechanism by June 3, according to two separate consultation papers. Under the proposal, the regulator has suggested to revamp the investor grievance handling mechanism through SEBI Complaint Redressal System (SCORES) and integrate the same with the online dispute resolution (ODR) mechanism which was recently approved by Sebi. The Unique Identification Authority of India (UIDAI) and the Ministry of Labour and Employment are the top performers in the grievance redressal index, an official statement issued said on Tuesday. The index is part of the Centralised Public Grievance Redressal and Monitoring System (CPGRAMS) monthly report for April 2023 released by the Department of Administrative Reforms and Public Grievances (DARPG). The report provides a detailed analysis of the types and categories of public grievances and the nature of disposal. Centre gets 107,000 grievances in Feb; max against financial services dept

Around 1.07 lakh public grievances were received on an online platform against different government departments, a majority of them against the department of financial services, labour and employment ministry and CBDT. These grievances were received on Centralised Public Grievance Redress and Monitoring System (CPGRAMS), an online system that allows citizens to raise complaints. In February, 2023, a total of 1,07,308 public grievances (PG) cases were received on the CPGRAMS portal, 1,09,976 PG cases were redressed and there exists a pendency of 65,215 PG cases, as of 25th February, 2023, a statement issued on Friday by the personnel ministry said.
