The Supreme Court on Wednesday said it would hear next week a plea by an NGO seeking cross-verification of the votes cast in EVMs with Voter Verifiable Paper Audit Trail (VVPAT). A bench headed by Justices Sanjiv Khanna said the plea will be listed next Tuesday or Wednesday after advocate Prashant Bhushan, appearing for the NGO, said the matter should be heard urgently. Senior advocate Gopal Sankaranarayanan, also appearing in the matter, submitted that the elections are nearing and if the case is not heard, the plea would become infructuous. Justice Khanna, who was sitting in a special bench along with Justice MM Sundresh and Bela M Trivedi, said the court is aware of the situation and would hear the matter next week. Calling for greater accountability in using technology in conduct of polls, the Congress Wednesday questioned the Election Commission's "reluctance" to engage with INDIA parties over their demand that the number of VVPATs prescribed be steadily increased towards 100 per cent. The Congress on Friday termed as "most serious" reports of the Election Commission identifying "defective" VVPAT machines and asked the poll body to take everyone into confidence to help restore public faith in the integrity of the electoral process. The Election Commission has started preparing for the 2024 Lok Sabha polls by commencing the manufacturing of 8.92 lakh new Voter verifiable paper audit trail (VVPAT) machines and retiring 2.71 lakh such M2 model machines, sources said on Wednesday. They also said the poll panel has identified 3.43 lakh VVPATs for "preventive maintenance" and 2.43 lakh for upgrade to reduce nachine replacement rate. Electronic voting machines (EVMs) and paper trail machines are designed and manufactured indigenously by two public sector undertakings (PSUs), the government said in Lok Sabha on Friday. Responding to a question on whether the government has purchased EVMs and EVM technology from foreign countries, Law Minister Kiren Rijiju said according to the Election Commission, EVMs and voter verifiable paper audit trail machines (VVPATs) are designed and manufactured indigenously by Bharat Electronic Limited (BEL), a PSU under the Defence Ministry, and the Electronic Corporation of India Limited (ECIL), another PSU under the Department of Atomic Energy. Paper roll of VVPATs is procured by states and Union Territories from BEL and ECIL, he said in his written reply.
