Elcot to adopt e-governance

State-owned Electronic Corporation of Tamil Nadu Limited (Elcot) is committed to introduce an e-governance system at least in 10 disciplines in Tamil Nadu before the end of this financial year.
 
Speaking at the one-day convention on 'SM Expressions 2007' organised by the Confederation of Indian Industry (CII)-Tiruchi zone here on Wednesday, Elcot managing director C Umasankar said that the corporation was working on five departmental assignments to reduce manhours as well as the overhead expenditure in various departmental activities.
 
Elaborating the activities, he said Elcot had developed a software for setting right property registration formalities online.
 
"About 108 sub-registrar offices have been shortlisted to cover the entire state, and by networking these centres, Elcot has envisaged a system that enables easy registration," he added.
 
According to him, an appropriate software has also been readied towards disbursement of old age pension scheme, which will be implemented by November 1 in two districts as a pilot scheme and thereafter to be extended to other districts.
 
The commercial tax department has sought the assistance of Elcot to develop dealer's registry and for the monthly return filing under VAT. Elcot is working on an integrated software for this activity, he said.
 
Elcot is also working on a software meant for banking services in the cooperative sector. A tender was floated last week to identify the partner and the prototype model would be made ready by the end of next month.
 
Towards the implementation of these projects, Umasankar said, Elcot would go in for one IBM main server at an outlay of Rs 25 crore and envisage connectivity.
 
The corporation will establish a statewide area networking connectivity at an outlay of Rs 108 crore, linking all the 708 locations at a speed of 8 to 12 MbPS (Megabyte per second), he added.
 
He said Elcot has also identified suitable land at Madurai to establish a disaster recovery centre to render infrastructural support for e-governance in the state.
