Under pressure to make a success of the Swachh Bharat Abhiyan, Prime Minister Narendra Modi’s pet programme on cleanliness, ministries are required to hold regular review meetings. At one such review meeting at the Department of Industrial Policy & Promotion (DIPP), joint secretaries were not able to show much for their achievements in this regard. One of them, in his presentation, showed four broken chairs, which had been repaired. Another just managed to show a picture of a cluttered almirah, which became a clean, empty one, in the next picture. Exasperated, the DIPP secretary asked if the officer concerned had any work left at all now that the cupboard looked empty.
