The incident occurred at around 12.45 pm when the metal- designed structure, covering both sides of national highway 17-B, came down crashing.
The incident caused a traffic jam near airport as it took nearly 30 minutes for the fire personnel and police to clear the debris.
Meanwhile, Goa Forward Party has demanded an inquiry into the quality of work in construction of the arch.
"We have been time and again saying that there is a massive corruption in renders awarded for IFFI 2016 by the ESG (Entertainment Society of Goa) vice-chairman Damodar Naik. He should be arrested immediately as the tender was cleared by ESG under him," said Goa Forward spokesman Durgadas Kamat.
He demanded a detailed probe into awarding the tender to a private firm for installation of the arch.
