Cong blames BJP for disrupting Parliament

At a press conference here, Bansal said, "BJP has taken the debate from Parliament to 11-Ashoka Road (party headquarters in Delhi) and made Parliament irrelevant.

Charging the Comptroller and Auditor General (CAG) of India with transgressing its mandate, Bansal said the figure of expected loss was "presumptuous" and the "allocation of coal block was a policy decision on which CAG was not mandated to comment".

The function of the CAG was confined to revenue and auditing and reviewing policy matters did not fall within its domain, he said, adding "reviewing coal allocations is a complex job" and cancellation of allocation could lead to legal complications.

 

"The IMG is reviewing the coal blocks case by case of those companies which had failed to meet the milestones. It cannot recommend cancellation of allotments en-block as it has several legal and other implications and any such decision could be challenged by affected parties even in the International Court of Arbitration," Bansal observed.
